Alrighty. Let me break this down for everyone who wants to keep their RP skins private and prevent them from being posted onto PMC for others to use.

Here's a step-by-step to save your skins on PMC so if someone were to steal your skin, you can report it to the PMC with proof.

So first step
, make a PMC account here.

Step two, go to your account located here:
step 1.PNG

Step three, go to post the skin as though it were to be submitted to the website for use:
Step 2.PNG

Step four, THIS IS A CRITICAL STEP. Go to post the skin but make sure to un-check the 'Publish Live' box. All you need is to title the submission, everything else on the page is irrelevant because it will not be able to be viewed beside for you and moderators on the website.
Step 3.PNG

Step five, make sure the submission looks like so.
Also note beneath the skin, there is a timestamp of the date of when it was published and you can use this as reference to the PMC moderators.
Step 4.PNG

Step six, because the skin is private you cannot scroll through your PMC page to find the skin. You have to return to your account page and find the draft.
Step 5.PNG

Instances this can be used:
My own skin posted ages ago (with a useful time stamp):
My skin.PNG

Vs. Someone else's skin posted two years later:
Someone else's.PNG

In this instance, I can easily report this skin and link my own. To report a skin, follow this:
Report.PNG

When reporting skins by using drafts, you may have to contact the PMC moderators through their chat system, take a snapshot of your draft or link it to them as proof.

Back story of why I do this: So I found out the hard way that unless there is valid and clear proof that a skin on PMC is yours, PMC Staff cannot help. Awhile ago, I had a skin stolen and posted on PMC however because it was a private role-play skin I did not post it anywhere. This resulted in there not being proof that it was my creation and without a date stating that the skin was made before said PMCer's post, the staff could not remove it.

This is great, but since I still haven't recieved an email from staff about getting an account even though registering for one a year and a half ago, I'll just have to deal with my skins being used.

In that case I'd recommend just making a new account. Always can start the process of drafting future skins even if a few have already been stolen.
