Regalia had been growing increasingly unstable as January passed. The ever-growing threat of famine had encouraged many criminals to rise up in prominence in the city itself. As if that was not enough, more bizarre events seemed to be occurring both in the city and in the Empire at large. How the many organizations and individuals of Regalia would respond to these rumors could very well shape the Empire's fate in dealing with the more tumultuous trials to come.
Law and Crime in Regalia…
The sewers and alleyways of Regalia have been bustling with life in the form of the grey-skinned elves of the west. Audacious crimes are committed left to right, the rich and powerful of Regalia hardly dare to step out of their great manors without an entourage of muscle with them. The authorities refuse to reveal what they know of this rising scourge, but the rogue newspaper outlets of the city spread fear of Dread Empire agents having been sent by the demon Empress herself to stir chaos amidst the heart of the Regalian Empire. Who these shadowy figures could be is a topic of heated debate among the lower classes of Regalia, as unrest is at an all time high in the Old Town. If the Kathar excursions are met with more impunity one can be sure that rabble rousers will be having a field day with the thousands of disgruntled workers of Regalia.
As if this was not enough, Johan of Calemberg, a beloved chimney sweep whose jolly smile contrasting his blackened face would brighten up the days of the Imperial Isle citizens, has been missing his route for almost two weeks. A group of men and women grew concerned and set out to find this missing merrymaker. After hours of scouring through the city, a child to their horror discovered the brutalized remains of Johan on display hung up in a tree. Regalia is no stranger to violence, but this murder case is nothing but strange. Newspapers from all the major cities in the Archipelago has reported murders similar to this one, the killer having been given the name "The Tourney Stalker", as every victim disappeared after a sparring tournament. Upon Johan's torso was an encoded message for the city guard. However, it was written in an unfamiliar language to any but the most skilled of scholars.
Additionally, the Kathar Cistern had an odd rumor floating its way. An ancient machine was supposedly being hoarded by a small, highly skilled gang in the lowest reaches of the sewers. This machine, so the rumor went, was capable of mentally transferring the will of a Kathar into another Kathar, allowing them to act out their will from a continent away. How this group had gotten its hands on such an artifact, and how the Kathar would respond to this potential boon, remained to be seen.
Rumors for the Adventurous…
A bizarre rumor spread quickly out of Ellador, reaching the ears of Explorers' across the empire within a week. A small island had, so the rumor went, appeared out of thin air just off the western coast of Ellador. While the exact cartography of Ellador was far from complete, that the local Velheimers and Dwarves insisted this island had not been there weeks ago seemed a curious event indeed. The locals had refused to sail across to this island that was just visible from the shoreline, citing the recent magical catastrophes in the world as reason enough to stay away from the curious and the bizarre.
Additionally, just off the coast of Qadir lands, by a group of pirates known as "The Sea's Slifer" had reportedly stolen a large shipment of experimental Qadir Addir weapons. What the state of these weapons was unclear, but what was known was these pirates had escaped all attempts of capture. While the experimental tech on board was potential of extreme value, it followed the rogues capable of stealing it were of a particularly dangerous sort. Whether the Exploration League took on this task or focused their efforts on the mysterious isle in Ellador remained to be seen.
Regarding the Digmaan Yaotl…
The captain of a reputed company's merchant charter vessel claims that not all is right near the fringe waters of the Ceardian Sea. According to the rumor, the captain swears that - after an expedition around the lip of the Hadarian Frzzsollona Peninsula - he touched the edges of Solangeria's raging weather patterns and saw beyond them a great, winged beast, screaming in the sky and fluttering down the coast. The captain's seaworthiness is enough that other vessels have endeavored to take special detours to avoid his alleged route; old, weathered sailors are notoriously superstitious folk and any talk of frightening beasts travels far. The scant gathering of the Digmaan's information agents suggests this is not the first alleged sighting, and that the rippling impact on regional trade has become noticeable.
The gossip of well-traveled mariners buzzes about a veteran of the Chrysant War; an infamous midshipman-turned-smuggler with a strange connection to the history and developments of the jungles of Sendras. They say he bragged that, after the Chrysant War's battle of Fessa Huallo near the infamous Alchemists' Court, the smuggler profited from the Essa Empire's loot train by seizing and ferrying large quantities of Allar alchemy away to areas unknown. The sparse rumors swear that these bottles and tinctures were of the last of their kind, whisked away to safety after the Regalian Empire destroyed all other traces. The jealous gossip of mariners affixes heavily to any suggestion of treasure; they say that this must certainly somehow be the source of the smuggler's sudden wealth.
Regarding the Seraph Expedition League...
The magical community is alight with whispers of a restless warrior, an ancient vessel from time immemorial, who has been spotted prowling ruins in southern Fendarfelle. The news comes from a self-styled adventurer named Rodrigo Redblock, who is in frequent contact with Regalia's Institute of Academia. Supposedly, several groups have attempted to investigate the figure and what he was guarding, which resulted in their expeditious death. This drew the attention of several ruin-scavenging groups, all of which began to set up camp in the immediate area. According to reports, the warrior neither sleeps nor eats, the hollowed gold of his eyes tracking anyone who ventures too close. Suspecting machinations of Seraph design, Rodrigo returned to contact the Institute, in order to convince them to fund an expedition to capture the warrior and see what the importance of the ruin was. The situation is particularly precarious when taking into account the sheer amount of attention it's drawn from other empires worldwide. The decision to express Regalia's interest in Seraphic civilization or avoid causing a potential multi-national conflict is in the hands of the Expedition League.
Url allies to the Expedition League tell of something unnatural in their homeland of Jorrhildr, whisperings of extra-planar influence amongst the biting cold and frozen wasteland. A recent avalanche had revealed a tunnel into the side of a mountain, where a Seraph ruin lay untouched by man. Guarded by a gate with an impossibly complex lock, attempts made by the throng to enter were met with frustration and cold hands. With no other course of action, they have approached the League with an offer - the Url will guide them to the ruins, and the adventurers will share what weapons they find with the throng. The Expedition League is faced with a dilemma: could there possibly be Seraphic artifacts stored within the icy tomb? Or is this simply a delusion, perhaps an overstatement made by the throng?
