Should be a good idea a section where no affiliate players can offer her services for jobs to a faction or faction can make advertisement for jobs like raiding,spy,scout enemy factions outpost and killing/
assassination.

I don't see what is wrong with market or player announcements.
Seems very unnecessary to me.

While mercenary's and assassins do exist on this server, the population of them is so low that I don't think it's really needed to make a whole new section for them. They could just use market or player announcements, as Grid stated above.
