Need Help With Factions Plugin...

I recently got the new 1.6.4 update for the factions plugin, and i just found out that there is an offlineexplosions flag, i wanted to make it yes on default, because the whole point of my server is raiding, but there is no flag in the config file, i just need help figuring out why there isnt one
