Isn't this technically plagiarization of the Bill of Rights?

It's based more on the Decorations of the rights of man and citizen(mostly the format). But loosely based. It is just composed of the rights that many countries and different forms of literature agreed to being the basic human rights. But with my own spin. Plus the bill of rights only had 10 rights
