Because people have faction banks and the server has a roleplay "Bank of Regalia" that doesn't actually do loans or anything. Used to at least. Also because noble families probably have private banks they can pull money out of. It's also owned by multiple people after going public stock/shares wise. Lastly, it is for the public - anyone can take out a loan or make an account.
