I was wondering, what level do you need to be to be able to steal regals from people by bowing them?

That's not from mcmmo, it's from traits. Avoid damage for 5 minutes and don't move for 30 seconds then type /t a stealstrike. It should be noted that this is a rather inefficient way of making money, however.
