Osira calls the residents of the Vampire District and like-minded undercity dwellers (though due to the nature of the location, non-vampiric guests must be accompanied by a vampire who can vouch for them. Osira herself is an established guest with a good record).

This is an informal gathering to discuss the events of the State Sanctions so far and what attendees may anticipate or wish to occur with these resources tomorrow at the 'Common Distribution of Resources' tomorrow night.

This gathering is an opportunity for those interested to share their thoughts and potentially sway eachother in votes using their reasoning for where the resources ought to go and the outcomes that may be most beneficial.
