From the Desk of his Lordship the Protector of Falckenstein, Paladin of the Viridian Order, Harald von Drachenburg.
We are in a state of unrest and warfare. A kind of war that is not fought on the battlefield, not the war that wages deep in the heart of our Empire's suzerain lands in Hadar. It is an ideological struggle that is bred within our hearts and minds, from past generations and political inclinations. It is what has seen the rise and fall of the Warden's and the ever growing idleness of the nobles' personal banks. We are at a time of great guilt and of great selfishness. We ask not what we can do for the Empire, but what the Empire can do for us. We do not fight a war based upon patriotism and by the will to be the best, but by some low rung obligation and by social convention. The Crown that has given our families our lands and titles, wealth and influence and prestige. The Crown that has bled for us and given our people prosperity is something that we only serve when it is convenient for us. We have seen Chancellor come and go working to bridge these divides. From du Brierust to Peirgarten to Delmotte to Drachenburg. Our Chancellory has been focused on ending petty disputes more than on the expansion and progress of our great and Holy Empire. This is not by their choice, but by their necessity as the shepherd of the flock of contempt, of selfishness and of greed. The ship captain of a vessel tossed in the storm with no direction of where it must end up, instead more focused on preventing the crew from mutinying them and casting the ship astray. The ship is our Empire and while we maintain our present position in the whole of Aloria we are stagnant. A stagnancy I have not seen since my youth in the Regalian Pessimism. While individual nobles work to better their individual spheres there is little in the way of the State and the betterment of our Empire.
It is by this realisation and acceptance that I stake my nomination to the office of Lord Chancellor of the Regalian Empire. I do this not for my own glories or the glory of my family. In truth I do it out of a heartfelt devotion to the Crown and the Regalian people beneath it. Oftentimes we find ourselves in the struggles of family politics and certainly the politics of our neighbors. Within the office of Lord Chancellor I intend to remove myself from the inclinations of noble House von Drachenburg. I would not serve Drachenburg, I would not serve the Waldmark. The office of Lord Chancellor is in service to the entirety of the realm and all people within it. The Velheim of Drixagh and Nordskag, the Ithanians of Pays Sud and the Sovereignty. From the Daendroque to the Anians to the Dragenthal Heartlanders and the Anglians. The Chancellor by authority of the Crown as his representative is in service to all people from all walks of life. It is by this that my policy is dedicated to the betterment of the whole of the Empire and the benefits that can be gained from the lowest serf to the highest nobleman.
My policy would be dedicated to increased industrialisation, manifested by the nobility and funded by the State for the betterment of all. This would be based upon nobles pitching their ideas for increased industry which the State would then be able to pay into. With State funding and protections in place the noble would be able to grow that industry to fruition. At the end of the process the State would have free access to this new technology. View it as similar to the existing Drachenburg growth of the Muskete weapons. The State would buy into this during the infancy stage to offset Drachenburg costs, at the end of the process Drachenburg would have his technology and the State would have access to it as well, equally. His Grace von Drachenburg has already agreed to these terms during his current tenure, but this is an example that can be extended to future noble investment.
Additionally, the necessity of the State to grow on its own and the ability to allow nobles to create new industrial expansion in their lands. For example, if I am elected as Lord Chancellor I want to invest into steam technology, an unremarkable achievement by the dwarves that I can see being expanded on like the usage of ironclad warships before. Nobility would be able to place bids to the State to have these factories built on their land. Whoever bids the highest, that is where the factory will be built and that nobles lands will reap the benefits of this investment. The resulting technology can be bought in by other nobility or other sources to utilize on their own, but to the one whose land the factories reside in, it will be entirely free use.
The remainder of the money will be used by the State to fund other noble ventures as mentioned previously with the Drachenburg Muskete example. Ultimately the money is cyclical in that the State funds projects and the nobility bid for the technology to be built on their lands. The remainder is then saved for any future issues facing the Empire as well as to offset the onload of troops for State wars to hopefully reduce taxation on the nobility. That is the long term goal, but only if adequate funds can be raised.
Domestically I wish to look more closely at the Arcane question. It is no secret that the Arcane exist and will continue to exist in the world, the question remains how to best utilize them. While the Court Mage system is frequently bought into and used by example, that is only a portion of all those who exist within the borders of our Empire. Persons who left unchecked can turn the balance of industry. The common baker or the laborer whose livelihood is reliant on the checks placed on the Arcane to not overturn their businesses. But they can still find use elsewhere. In the office of Lord Chancellor I would like to hold more open council with those of the Arcane so that this Empire can better understand what is going on in our own backdoors and cast away the shroud of ignorance we have let permeate for too long, something I have long promoted openly. If the Arcane is to remain, then it can be better integrated into service to the Empire than left unchecked and loosely documented as it has been in the past.
This falls into the same view as the recent interest in the Dragons. While there is much that I have become aware of there is still much to be explored and understood on a State level so that the same threats we have faced by the damnable Void and Exist we do not have to face again by the dragons as we have seen with the Dread Dragon, Rhikirra, whose position we still know little on, even by the words expressed by the Imperial Marshal, Cedromar Kade. We have looked to the dragons as our enemy and as our protector, it is time for the State to look into what the future of both is to be in the future of the Empire.
What the biggest take away I wish from this is that the Empire can grow and it needs to in order to stay ahead within Aloria. It is our right expressed to us by the Imperial Spirit. We can grow both in our industry and in our knowledge, both of the past, of our present, and certainly our future. To understand all aspects of our lives and the lives of our brothers and sisters beneath the watchful eye of the Spirit. That is the world I wish to forge, not alone, but together. I pray that the next man or woman to take the office of Lord Chancellor is able to do so dutifully and humbly as one who does not know everything. For to say one knows all is ignorant to the truth. And I look hopeful for our Empire's future.
By our blood and by our labors we will empower ourselves into the future of Aloria.
