This Decree was written by dictation of the 1st Prince Reynaud. Princess Noor has provided tentative objection to be noted, and was dismissed from Court for having un-viable opinions on the matter.

Upon publications of one Dr. Therese Braunschweiger concerning the matter of Project: Last Mercy, the Crown Regent made enlightened and informed considerations of the right of free will among the people. In the light of divine Unionism, one must, unfortunately, conclude that the Divine word has nothing to say on the concept of free will or a furtherance of right to it. Indeed, free will was created by the Everwatcher in every living person to materialize and discover worth in the Great Way, however the Everwatcher, or the Vessels, never once stated that free will is a universal right, or a property to own much like one's soul or life.

If anything, the Everwatcher and the Creed itself has invariably been used to deprive life from criminals. While beliefs of holy war have recently been declined and dissuaded by my father the Emperor Alexander the First, this policy is still applied to criminals in general, for criminality revokes the right of individual liberty, and criminality revokes the right to life. Even if the dressing of the policy changes to appear more appealing, the core tent remains the same. Even if the progressive liberals agree with the sentiment of preservation of life of that which is foreign to our faith and state, they turn a blind eye to the murderer twice convicted, awaiting the same fate. Murder is a choice, as is religion. Yet there is a different expectation, somehow.

The Scholars court also informs us that the very concept of Magic, whether Afflicted or from birth, or taught, encourages or establishes a mental delusion in the individual that is often cited as cause for criminality or misbehavior. Whether it is the Vampire depriving the right of others and offending their bodily autonomy, whether it is the Werebeast inflicting its depraved disease with violence, or the Mage living in a fabricated reality of self-grandeur, while they mock and cheat their way through dedication to skill and talent, pretending that which was stolen and taken from others is somehow destined by absolute universal right.

Indeed, Dr Therese Braunschweiger has implied that we must all release ourselves of the facade and hypocricy of unequal applications of the law, and the revocation of the right to live. As Crown Regent, I, Reynaud Kade, hereby ban the use of execution as a punishment, and establish the right to live as a universal right of all individuals found within the Regalian Empire's borders, whether Afflicted or not so, to be preserved at the whims of the Crown and its authority. Secondly however, As Crown Regent, I, Reynaud Kade, hereby decline the concept of universal right to free will, and extend to the authorities of the law the right to excersize control over the free will of those who do not wish to live by our standards.

Furthermore, we shall create the Ministry of Truth, appointing Dr. Therese Braunschweiger as its Eminent, to determine the formal and informal relational reality which is forced upon the Citizens of the Empire. Any publication made by a Minister or any other official of the State, must henceforth pass through the Ministry of Truth, where the Minister or her aides will modify the publication for adequate and Crown-approved review of the people. The Ministry of Truth shall prevent the people from being burdened by information that they may find distressing, uncomfortable, or conflict their view with the world's reality.

Furthermore, the Ministry of Truth is also given the means, resources, and manpower (through its executors, or those contracted from the State Metropolitan) to deprive those who refuse to live in our reality, of their free will and free thought through Mundane and Technical devices, so that their views of reality can be more aligned with their stations in life, or a non-disruptive core truth. The Ministry of Truth shall exist to pacify those who suffer from delusions of grandeur, from delusions of criminality, or from delusions of magical omnipotence, to correct that which was damaged by the corrupting influences of that which comes from other dimensions and evil Demons so said by the Creed and the Vessels that have gone before.

This Decree is active immediately. The Minister of Truth may hire further Reality Enforcers, and seize upon any criminal from the Prison, or any individual deemed with criminal intent or creating a reality not congruent with our own, to correct said behavior with any technological and free-will depriving means necessary. We shall also declare that it will become High Law Crime, to interfere with the Ministry of Truth, or any punishments or programs instituted by it.

As the Decree reaches the De Santez home, chaos erupts.

"
THIS! This is the person your sect would claim to be the Vessel when his Imperial Holiness ascends to the Grand Staircase!" decried the assembled. As an emergency meeting is called.

"I…," Miguel had no reply, no recourse he'd never considered this could occur.

Tempers
began to flare, as the Daendroque seemed almost poised to perhaps tear out their own kin's throat.

"SILENCE!" Boomed, Hernandez firing off a pistol into a target to silence them, "Miguel is not responsible for this. Nor is his misguided belief in Evintarian Unionism who would bestow the Everwatcher to this madness…but I urge you Miguel. If your celates stand by this deprivation of all our people stand for you'd best /reject/ them upon your honor as Daendroque!"

"Death is preferable to such Allorn like chains as these!" He declares, "As of now…I issued a edict for the House of De Santez…Find his Imperial Holiness by whatever means or powers you hold. Not a single man rests till he's once more upon the Throne!"

"In the name of God Emperor Vess, who declares all life free and beholden to none but the Emperor and Everwatcher. I and all my house shall carry put your command Uncle," agreed Miguel giving a bow.
