Imperial Decree On The Magi

The Emperor has finished a decree from the Palace. While in theory the Emperor does not have divine assent anymore, Imperial Law (and indeed, some part of the public conscience) still affords the Emperor with some sway over governance as the monarch. This decree was published by the palace to all major publication houses, as well as a personal copy sent to all government institutions and Noble Houses.

Pondering the state of the world's course of history, we have consulted with the learned men and intelligentsia of the Empire, notably our own cousins Alderik and Francis Kade, but also direct personal contacts and historical accounts, to form a greater understanding of the role we call Magic in our world. Indeed, Magic to many remains a force that is ill-explained, a force that is mystical, perhaps even envious at times, and terrifying in others. Magic to us, or as some would call it Witchcraft, has been an integral part of the world's natural development, and to some degree even that of Ailor kind. After all, us righteous and faithful Ailor have the means to manifest the will and devotion to our faith into physical being, a manner that is not very much different, or so we have been told, from a Mage who manifests their birth right to a different world.

Magic has waxed and waned over the millennia, brought about the foundation of Empires and caused them to crumble, and continue to manifest in ways we do not understand, and could never hope to understand. Much like an undesirable ant-hill that appears on the bay window of our kitchen, we may stomp out the infestation where it appears, or deny its existence to the communities of Ailordom at large to protect and protest the effects this arcane knowledge could have. Religions have been founded on the idea that Magic is something to be blessed, even if we know it comes from a state that is unnatural. Yet at the same time, a person is born with Magic, and what indeed is more natural than birth.

It comes as no surprise that Magic in itself is a world of contradictions, because even its existence contradicts the very fabric of what we call real, what we can taste, what we can see, what we can hear, and what we can feel. Yet the same could be said of our spiritual beliefs, tangible only in the will that we have towards it. For the longest amount of time, Magic has occupied a place of fright and a place of disgust. We seek to eradicate it from the world because it seeks to eradicate us, and because it is an abberrancy to our existence. Yet the same could be said of the half-breeds that exist among us, even the likes of the Iron Duke of Vultaro and the various Half-Altalar Nobles that exist in our realm, hidden under the guise of their physical features.

Indeed, during the era of the Allorn Empire, Magic was a tool of oppression, a tool of tyranny and of control. Magic was quintessential to the fabric of the Allorn Empire, and indeed also to its unraveling. This has remained true for all historical accounts we can verify, because a society chose to embrace Magic as their means of control. Our response has once more been to destroy it, for we must do the opposite of what these doomed nations did, these corrupted and blighted periods of history. But perhaps there was another way, and perhaps, in choosing the path that we have chosen, we chose a path in which we underscored the same weaknesses as those who have gone before.

Pondering on the nature of accepting the Arcane, we are of the belief that the Allorn Empire and indeed any other similar societies chose to accept the embrace of Magic, because they deemed their natural state to be weaker without it, to be poorer without it. They invited that which is unnatural to this world in with open arms, because without it, they would deem themselves inferior to those who had, or they simply could not resist the temptation. Inversely, we have come to the conclusion that, perhaps, denying Magic and seeking to utterly destroy it, underlines a weakness in ourselves that we have not considered before.

It is known that our mother and our first wife were slain by the Slizzar, a revenge act against our own military pursuits in their geopolitical sphere. We witnessed the changing of one of my old and beloved servants into a creature with tail and murderous intent, acts that when we were younger, appeared indistinguishable from Magic to me. They were acts that we could not explain, from a land that we did not understand, causing me grief that we did not know how to survive, at the time. My response was one that has echoed through the years, and the centuries before that: To oppress, to eradicate, to silence.

This, we have concluded. Is weakness. Ailordom grows towards the Great Way by the acts both small and great of all the men and women and children of Unionism, and indeed also the wider world, even those unfaithful, that lead to the paradise that was promised. Our faith is underlined in the idea that we must all become better versions of ourselves, and that our lives are lived in service of improving that which was given life, not only in service of that life, but also in service of the Spirit and the Great Way, so that we can do better to it, instead of just enough.

We are doing exactly that: just enough, to combat Magic in our time. Our weakness lies not in choosing to accept the forbidden fruit because we see ourselves as not-whole without it, but in that we choose not to wrestle this beast into submission and deference. Our weakness lies in choosing to slowly warm up to the tacit acceptance of Magical things around us, our weakness manifests in the utter destructive nature of our treatment of those afflicted with Magic and those who draw on other worlds to fulfill their own power ambitions.

Our weakness, it has appeared, exists because we choose to destroy, instead of dominate. Our weakness, is shown in our inability to tackle this topical struggle, to control it, and to show to the world that we have done that which no other could before us. There were the times of the Varran who tried to destroy Magic and failed, and there were the times of those of the Allorn Empire who tried to be one with Magic, and failed. We instead have come to the conclusion, that we as a race, for all of Ailordom, do disservice to our own moral and physical being superiority, by choosing not to wrestle control of this unnatural thing.

It is important to distinguish that we do not wish to declare open season for any Jan-Allemans to wed himself to a Kathar She-Blood-Fiend and declare it his domination over something Magical and unnatural. The world is filled with different degrees of unexplained and abberrancy aspects that we closely examined by men more learned than us in the sciences, who advice us, so that we may use the latent wisdoms of the Spirit to come to better conclusions.

Our conclusion in this regard, is that the best among us, should prove to the lesser among us, that Magic is not something to be feared. It is something that we bravely take the sword to, force to kneel, and submit to our will. We do not accept Magic as part of us, but as the berated slave that is submitted to the will of its all-powerful master, so that they may not necessarily thrive, but at least exist in such a manner that we may use them as our tools, instead of as our own power.

It is our belief, and one supported by the extended Royal Blood, that the sin of interacting with that which is tainted by demons, is undone by the goodness of the will, and the sacrifice to the Great Way. We need only refer to our servant Tristan ex-Lamperro, who in nature as demon-spawn was not repressed to the best of our abilities, but instead forced into submission. This wild beast was tamed by the class-wills of the Ithanians. He was submitted to the military dogma of the Alt-Regalians, to the caring hand of the Anglians, to the saving graces of the Heartland Ceardians, and measured to the greatest strong men of the Highlands. He survived the wilds of the Velheim North and the ravages of the dangerous Daendroquin south to the ill-prepared, and saved both the future Emperors with his selfless sacrifice, to where the Spirit invested in Cedromar declared him demon-spawn no more.

We choose not to be weak. We choose to control Magic from here-on out, and invite the best among our peerage to do the same, so that we may legally control that which others only sought to use and destroy, and in doing so show our strength and resolve. In doing so, that we will succeed where others chose only black or white, and in doing so, show the rest of our people that the Regalian Empire reigns supreme, that the Empire rules all, and that Ailorkind is capable of doing anything, as long as it shows the resolve and will to finds its greater strengths and use them in an active display of domination, not destruction, for only vandals who are powerless to dominate, end up ruling ashes.

The Emperor has decreed the following legal changes to go into effect under Imperial Law. These laws supersede all State Laws, meaning that those complying to these Imperial Laws are not subject to the penal laws of State Law, unless the Emperor dictates otherwise.
  • Mages who are not currently wanted by the State or considered terrorists or dangerous to the good righteous people of the Empire, may be recruited by Noble, Imperial and Aristocratic houses, as their Court Magi. The Family in question is then charged with the proper education of the Mage to an acceptable public behavior standard, as defined further down.
  • Being a Court Mage officially registered with the Secretary of the Magi (who purely checks for the legal status of the Mage), will be allowed to wander the city freely without constraints applicable to them because of their Magic, and may accompany their Noble or Aristocratic liege to any place, including the Imperial Palace, as long as their presence is championed by their Patriarch or Matriarch in personal presence.
  • Being a Court Mage allows one such Mage to use their Magic to combat either other Mages that engage in hostile attitudes to the state if directed and under the guidance of their liege family, or use their Magics to aid the family they serve in their daily godly tasks to further the cause of Ailordom, or to protect their liege family from any harm with their Magics.
  • Being a Court Mage allows a Court Mage to engage in a Magic-Duel against any other Court Mage either in streets that are wide enough to accommodate no-danger to property and non-Mages, or any public arena (including the Palace Arena), to settle a duel of honor or purely for entertainment for the onlookers, as long as at least 2 Regalian Guards are present to act as referee, and to ensure the Magical Duel does not damage properties or people. These duels may be to the death for the Mage if need be, and the Families in question are responsible for any irregularities that may occur.
The express goal of these law changes, are to warm up the Regalian populace to the sight of Magic, which will enhance our ability to dominate it. The people are frightened by things they do not understand, but when the people see what we can control Magic, not as users of it, but as those who have subjected the Mages to our will, they will learn to understand that Magic is not to be feared, and that it is in fact our Magic using enemies who are weaker, not us, and be steeled to take up the sword in the righteous fight against the demonic Kathar.

A Family must always be responsible to educate the Mage into the ways of proper Magic. To provide for lessons of better behavior and class, that would be acceptable to Alt-Regalians or Ithanians. To dress them to a degree that is both fitting for the Family they are a servant to, but also the upper class fashions of Imperial Style. They must also provide lodgings, and stand responsible for the ill-behavior of the Mage, but inversely, make this Mage understand that their blight on the world is a curse to them, and that they are a creature of sin that is not without guilt, and their service is atonement for their curse. A Mage must understand that we, the Crown, and the State, and indeed the better nobility of our society, offer them privilige and exceptionalism, in exchange for service. As we in Anglia say, we beat the horse with both carrot and stick, so that it may know to feed from our hand, but also fear us.

The world exists in a give and take. The Mages have been taking from us since the dawn of time, now we will take from them, and all will be right as it should be.


The law changes go in effect immediately. This means:
  • No changes for Mages who want to not part-take in this. It's purely for Mages who want to "buy" more freedom to engage in Magic duels in the streets and part-take in politics with greater personal freedom.
  • This should not result in a law change that makes Mages illegal who aren't Court Mages. We expressly want to dress up an OOC change with IC flavor, but this change should not be used to force all players down this path. It is optional, and part of a bigger move by Lore Staff to try and offer Mages more venues to exist rather than always funneling them down a criminal path.
  • The process for accepting a Mage is simple. Contact a Noble, Imperial and Aristocratic Family, they can accept one Mage maximum. After accepting this Mage, they contact the Secretary for Magi to have the Mage registered as their Court Mage. The Secretary checks if they have any outstanding criminal charges or are a wanted criminal, and will then verify and record it. Then the Mage is a Court Mage.
  • Court Mages are allowed to use their Magic to protect their liege from harm, or others around their liege. They are also allowed to make use of the Soul Guard to have Mage duels to the death in the streets of Regalia as long as their noble lieges call for it, either as an honor duel, or just for funzies, as long as at least 2 Regalian Guards are present to act as referees.
  • Regalian Guards acting as referees can call a fight to close before it has closed if they think it is too dangerous, or arrest a Mage who is causing harm or damage to bystanders and properties. The Families who have hired the Mage will also bear partial responsibility to the ill-behavior of the party.
  • The Families are recommended to try and raise the Mage proper from their Sewer-going behavior and give them a proper monkey-suit and lodgings and include them in their roleplay. On the down-low, if a Mage has usable utility spells, totally try and abuse them for politics.

Sleek like an eel against the water, Cro-Zzhin drifted through the halls of his home pulling parchments from his clipboard. An advisor, a skittish looking Al-Allar rushes by his side and continues to hand him new files, "H-h-how about this mage?" he asked, whale eyed. Cro-Zzhin squinted and examined the file with extreme prejudice, "Fire? Just fire? OH... Yes- I remember this one well." his jaws curling back a bit like a cheshire cat, "I want this one." he said in delight, his mischievous grin however portrayed something less than good. The Al-Allar bobbed his head up and down, up and down "Right away, Qar-Digmaan! RIGHT AWAY!" and scurried off to locate the fire mage in question.

Aleck produced a scowl, rolling his right shoulder and sifting through some of the documents he'd written on his magely encounters. "Can't I be my own Court Mage?" He snapped his fingers, lighting up the faint, faded Sanktist script at the bottom of the document he was reading. "I'd argue that a Rettist could best a mage any day." He glanced across to Rodderick, leaning forwards and resting his sheet aside with his brow aloft. "Your father must know some mages, My Prince? Perhaps he might take care of the hiring for your Household in this case?"
