Imperial Decree: Changes In Marriage Laws

The Emperor proclaims, by word of Herald that the Privy Council has elected to request and suggest, the changing of legislation, to which the Emperor has acquiesced to better serve the needs and progressive views of society, as backed by the majority of city-borne nobility. The changes to Marriage laws were promoted by the following investitures:
  • The so called "Seventy Percent Bill" moved forward by a Kade Prince signed with the seals of support by roughly seventy percent of the Nobility, to amend state laws on marriage between genders and faiths, with conservative backstops.
  • The so called "Privy Amendment of Fraternization Bill" moved forward by the Privy Council of the Emperor with unanimous support from that Council, to amend state laws on pre-marital fraternization, with conservative backstops.
The current laws read as part of Regalian Marriage Law
  1. To engage in fornication before marriage while there is a patriarch of matriarch bar, is illegal.
  2. To engage in adultery while actively married with a spouse without the Judicial consent forms, is illegal.
  3. To neglect, ignore, or fail to provide for a married spouse or sired offspring, is illegal.
  4. Marriage in the Regalian State is only legal between two consenting persons who are permitted by their respective family heads.
  5. Marriage between two persons of the same gender is only permitted if both persons are not in affront to the gender norms of Regalian State society, and fulfill their Unionist duty of providing for at least two children within three years of their matrimony, in whatever means necessary.
  6. Marriage between a Unionist and a non-Unionist are only permitted if both declare in a testimony to the state that any children shall be raised as Unionists.
  7. Upon death, unless inheritance bequeathed, possessions pass to next of kin.
  8. To marry or engage in 1st degree incestuous relations within a family, is illegal.
  9. To attempt to produce a miscarriage is illegal in any way or form or shape.
  10. To conspire or engage in marriage under duress of any thread, is illegal.
  11. Marriage is legal between any and all races, however marriage with a First Civil Status citizen does not bequeath Citizenship or First Civil Status.
The changes this now allows
  • Non-Unionists can now legally marry each other, even non-Unionist and Unionist marriages are allowed by the State (yet not by the Synod). Children from inter-faith marriages must be registered and raised as Unionists however.
  • Same-gendered people can now legally marry as long as they do not offend the gender norms of the State, and acquire children through some means.
  • Fraternization before marriage or for persons out of wedlock is now legal, as long the individuals do not have an active bar registered by the Regalian State. (Patriarchs and Matriarchs can decide if their members are allowed to fraternize before marriage).
  • All races may marry (meaning even Kathar and Ailor), but First Civil Status or Citizenship is not granted through marriage, and the rights of the Citizen or First Civil Status person do not confer onto the spouse.
  • Runaway marriage or eloping to get married, particularly as a noble, is not very difficult to nigh impossible. Without patriarch or matriarch consent, marriage may not occur.
TLDR = Interfaith marriage, Interrace marriage, same-sex marriage, pre-marital fraternization all legal under provisions.

These laws have been enacted immediately and gone into effect immediately. Past cases or ongoing cases of law violations to the previous stipulations are not overturned, and will not be suspended. Past offences are not forgiven, and past crimes are not retroactively undone.
 
"To the Void in a handbasket." The aging lord of Calemberg grumbled with a resigned sigh, leaning back into the cushions of his chair. "I recall the days when we executed those who went forward with such abominable unions. What next, bloody Elven aristocracy..?" The Typhonus mused aloud to his empty office, before shifting his chair to the right slightly, peering out to the countryside sunset ahead.

He thought back to days gone by. He was getting too bloody old for this.
 
"Seventy percent of the peers support marriage between Ailor and Frogmen? Seventy percent of the peers support marriage between Ailor and Bipedal Cats? This is ridiculous. Where are their sensibilities at? Eugh." Christopher grumbled to himself in his study, tossing the parchment aside in disgust.​
 
Ernesta scribbled down one particular law change, word for word. Rolling up the parchment in her palms before literally sprinting out from her bed chambers, to talk to her uncle.
 
Joasaie read over the changes, nodding to herself as she made a mental note on them in passing. Though her mind did drift off in thought concerning the free reign of marriage possibilities now.
 
An audible sigh escaped the one-eyed Avanthar. She casted said singular eye towards the harbor and it's many boats, thinking of another, but only briefly. Another heavy sigh escaped her and she turned her, strolling off, deep red sash swishing gently as she went. Her mumbled words catching the breeze as she went, "That law changes on the head of a tenpiece. Let us see how long this lasts."

Sophia mutterd as she sat in her study.

''Marrying with a Kathar is allowed? Of course- very normal. We should beat anyone to death who does that, what in the spirit is the privy thinking, pah. A pathetic joke.'''
 
"The degeneracy of the nobility is appalling. Seventy Percent? Do they even study history and learn what comes from this? I suppose they are too preoccupied with their hedonistic pleasures to focus on such matters. This is the Ailor Empire founded by Ailor to subjugate the non-Ailor. To think that some wish to muddle their bloodlines with such filth is..."

The baron stopped speaking soon after, a grimace of disgust on his face. A few tense moments passed before he looked to the first servant in his sight.

"Burn this immediately lest the Liberal Agenda infect the very air we breathe..."
 
Svante Viduggla idly tapped his index finger against the countertop, mulling over his thoughts before one of the couriers handed him the decree. The Northman glanced over it before letting out an amused huff, shaking his head before stating "Seventy f''ing percent. Who would've known." and crumpled the page, throwing it into the fire next to him.
 
Miriam von Duerr lounged at her desk, reading over the new information. "Seventy percent, eh? I don't remember being polled. I certainly don't agree with the inter-racial marriage law.." she mumbled to herself, going to take a sip of steaming kaffee. "What right minded, self respecting Ailor would marry a Kathar?"
