I. PREAMBLE.
This is the second decree from the Imperial Conservationist. She continues to oversee the health of the natural inhabitants of the Empire.

Last decree is attached here.

II. CONTINUATION OF THYLANS & OGRES.
The desk of the Imperial Conservationist has inquired the bureaucracy on suitable locations to establish new swathes of reserves. The following candidates were House Viduggla and Nordhjem.

On account of concerning developments over pro-Velheim sentiments, and shown records of funds forwarded to the same realm that is the source of the peoples' suffering, the Imperial Conservationist has decided against relocating the peoples to the Archipelago to prematurely prevent logistical strain and a repeat of Tryllejag. An alternative solution is promised to be deployed. The desk further comments that House Viduggla must reassign their priorities, and their loyalties, before enriching a foreign state with their funds.

II. GULDAR.
Because of the inherent dangers contained in the landmass, avid explorers and thrill seekers must request a permit before they can embark, and provide substantial proof that they can withstand the deadly miasma. Contact and embarking without express permission is PROHIBITED.

III. CONSERVATION
To enable a more direct involvement to protect the nature that communally nourishes our body and spirit, the Imperial Conservationist has begun implementing the first swathes of conservation sites. These reserves are purposed to conserve and protect all manners of life that inhabits it. Each conservation site is staffed with at least one caretaker to oversee its minute needs.

The following locations in the Crown City of Regalia are acknowledged as Conservation sites.

The Regalian Greenhouse, located at the Imperial Isle.*
Petra van der Kleij.

Butterfly Pavilion, located at the Imperial Palace.
Vacant.

* Not fully in effect until renovations are complete.

The Imperial Conservationist oversees all vacant reserves until a suitable caretaker is appointed. Commoners and Occult that wish to visit or work at the Butterfly Pavilion must receive a permit through an interview with the Mistresses of Halls.

IV. PROTECTED SPECIES.
The Imperial Conservationist decrees the following species Protected.

I.IV Crow Eagle.
II.IV Gallovian Black Mountain Bear.*
III.IV Blåsippa.
IV.IV Edelweiss.
* Wrestling can continue as normal if it does not mean the death or the severe injury of the bear.

A notice is posted just below the original decree.

"One would like to remind the Imperial Conservationist that her position's authority does not encompass that of their Matriarch, so do save one's spiteful commentaries about House Viduggla's priorities to oneself. Regarding the assumption of the House's loyalties, such utterance by a member of House de Azcoissia, despite being taken lightly, is noted.

Yngvarr Viduggla,
Graf of Husavik."

The Celate's eyes widen, "Dear Juvin, such venom…what fault is there in questioning resettlement or the processing of funds for what has now become extermination not defense. While House Viduggla has a most sterling reputation all nobles answer to the Ministers appointed directly from his Imperial Holiness.

It's in my view a fair criticism warranting sensible response to discuss…not insinuation of spite and vengefulness. Especially that last line

'such utterance by a member of House de Azcoissia, despite being taken lightly, is noted

Is a most hostile way of putting that the criticism is noted."

An open letter is posted below the original decree, slapped atop Yngvarr's statement with thick paste to hold it in place.

"To the Honourable Seat of the Imperial Conservationist,

I should like to invite you to discuss the nature of Ogres, as for many a year now I have served under Houses Viduggla and Nordhjem as a Beast Hunter and Animal Handler, and thus I have sadly experienced the temper and wrath of these creatures.

While I will agree that Ogres hold a reasonable amount of sentience, they refused cooperation many years ago and have since shown their warring nature in attacks on smaller settlements in the North.

To move them closer now to civilization requires careful consideration. Please send a letter to the Nordhjem residence with a time we might discuss further and hopefully I may be able to assist you in this endeavour.

Lord Erke Hylli-Nordhjem."
