An Imperial Herald assembled himself in front of the tavern, clamorfully ringing his bell. From there, he unraveled a grand scroll, beseeching the public's attention while he announced the happenings of the previous night's Imperial Audience. Soon these words would be transcribed and copied onto the State-controlled printing presses, before dissemination across the wider Empire.
This thread will provide regular IC bulletins and notifications based on the proposals the Emperor has approved, along with any other decrees made during the Imperial Audience. These posts take the full weight of Regalian Law, though are listed here for ease of reference, as some proposals are not easily translated to the wiki's formatting, and we do not want to make the Regalian Law page more bloated than it already is.

Summary of Proposals and Decrees from the Imperial Audience of
April 2nd, 310 AC
  • The Crown shall decree the creation of the position of the Imperial Conservationist, a Palace position of a modicum of authority to declare areas in the Empire as natural reserves of beauty, protect and proliferate certain plants in danger of extinction, and the preservation of animal species that have been threatened with extinction due to habitat loss from expansion of the urban centers.

  • The Crown shall decree that any such bigotry against what one might consider 'other' are strictly disallowed or banned in any government offices, government institutions, state apparatuses, or public offices, with the exception of the State Metropolitan.
    • Any cases of suspected bigotry on the nature of the aforementioned traits or identity markers (Race, Sex, Culture, Philosophy) can be investigated by the State Metropolitan. However, if the individual availed their private property rights, nothing can be done.
  • The Suffran Order shall henceforth be disallowed from purchasing slaves from other nations, or indeed bring any other slaves into the Empire from outside the Empire than do not pass the strictest of Welfare Assurances. These assurances are as follows:
    • Slaves are given a small wage to purchase minimal small effects for personal property.
    • Slaves are not denied the right of parentage, or that they are forced into copulation for more slave generation.
    • Slaves are to be adequately fed as to their physical and racial needs.
    • No Slave may be subject to corporal punishment, unless they are rebellious and attempt to break bondage.
    • Slaves are henceforth no longer property that may be indiscriminately killed.
    • Slaves shall not attain Citizenship, for true abolition is an unrealistic end-goal.
    • Children born into slavery remain Slaves, but all Slaves shall henceforth be registered to the Bureaucracy
    • All Slaves shall be granted the right to trial their master to court for abuse in contradiction to the Assurances provided by the Crown to their wellbeing.
This should not be seen as a step in the direction of abolition. The crown still stands firmly behind the institution of slavery as necessary, and even beneficial to the undesirable and unworthy individuals of the world. That being said, setting a standard of Assurances and quality of life, shall exemplify our society in contrast with the barbarians and excesses of the likes of the Dread Empire, where slaves are no better than charcoal to a fire.​
  • The Crown shall issue consent for a Suzerain agreement with the Tremannör Kingdom to be drafted with a single battalion provided for a garrison, and a tribute payment of 20,000 Regals.

  • Under military conduct, to refuse decent treatment of captured enemy leadership, is illegal.

April 16th, 310 AC
  • The Crown, noting a great oversight in the law books, decrees that Magic, or any force of the Occult, shall bear the same distinction as the usage of weapons and arms on Holy Grounds henceforth.
  • The Crown permits consent-based Symbiosis, where such consent is granted by contract and witnessed by a third party.
  • The Crown declares that the First Contact Officer position is to be reinstated, with a Contact Minister to be appointed at the next Arbitration.
The following proposals have been delegated to their respective authorities:
  • The proposal for an engineering/scientific exposition would be delegated to the Keepers of the Halls for consideration.
  • The proposal to allow Knights to legally assist the Metropolitan in the curing of Afflictions is delegated to the leadership councils of the respective Knight Organizations, as the Crown does not wish to explicitly clarify such things as active duties, as the duties of Knights are the prerogative of the leading elements. The Crown states there is nothing stopping leadership from commanding it of their own members.

Summary of Proposals and Decrees from the Imperial Audience of
April 30th, 310 AC
No proposals were approved by the Crown this Audience, though commentary on some proposals has been published:
  • All land on the Imperial Isle is beholden to the Crown, and on loan and use to the people. If the land is to be defined as a nature reserve, it should be consulted with the Imperial Conservationist. However no person shall ever be responsible solely for the property right of land on the Isle besides the Crown.

  • The Crown has good relations with the Kheni Hetef and other such Corsair fleets. Diplomatic ties between the inheritors of the Dewamenet legacy and the Regalian Empire are clearly delineated. In essence. The Crown will recognize the plausible deniability of private enterprises engaging in the looting of cultural heritage of nations which find themselves at the unfortunate disposition of being intimidated by the Empire. However the Crown shall strictly denounce any attempt to endanger diplomatic ties for greed concerning the looting of cultural heritage of our strongest allies.

  • One must be reticent to acknowledge that even the Empire's founding day is not a formal holiday. There is in fact no such thing as a formal holiday, and the freedom of the citizen to celebrate informal days, is a private arrangement between employer and employee. The Crown will not institute days during which productivity in the Empire comes to a halt. The Everwatcher demands duty and service every day.

  • The Crown states that the law still stands regarding the illegal possession, usage, and production of opiates save for the extremely regulated medical market.

  • The Generals and Admirals may hold multiple offices in the Imperial Court and Civil Government. However, if any of the Generals and Admirals get captured by the enemy, they will be replaced.
