*Siting on chairs could be restricted on some areas (such as the tavern staircase) i heard some mods getting mad about people sitting on it

This wouldn't be that worth making a plugin about in all honesty. If stairs are to be disabled in certain areas then the location probably would have to be stored in the server files then checked for validity when anyone sits ever to ensure they are sitting in a acceptable location. Also you can just tell people to not sit in certain areas or tell people to only sit in places that make sense.
I think for what this plugin would be worth, it's easier to notify people not to sit there. Word would spread and people would use roleplay to tell offenders not to sit. Nothing so drastic as this plugin is necessary
