Since the Inquisition fell, intense RP has hit a bit of a low. Everywhere in Regalia are vampires faffing about and god-rp'ing. The Holy City that lives by the scriptures of anti-vampirism has turned into, well, a vampire city. There is no regulation and there hasn't been any visable development in server-wide lore.
I would like to present a solution.
The Chantry of the Lionheart
The Crimson Inquisition's spiritual successor.
It aims to control the growing vampire plague, like the Inquisition. However, instead of mere "barbaric" eradication, the main method of dealing with these vampires is to place them in Covens. A Coven is a community of vampires that is regulated by the Chantry by Templars. Each vampire within is subjected to laws that will restrain them. Each Coven is a separate faction outside of Regalia that keeps tabs on these vampires. It will have strong Chantry presence (Mostly consisting of Templars) and will receive support from the Chantry in the form of goods. To give the vampires a slight feel to rights, a vampire chosen by the rest of the Coven will be a representative that will speak for his/her Coven during meetings.
If a vampire is spotted in Regalia by a Chantry member, they should either be executed or re-detained depending on the number of violations the vampire has committed. Vampires can get a permit to wander Regalia freely if they prove to be law-abiding citizens in their Coven.
The Chantry itself will have two branches; the Templars and the Vindicators.
The Templars are a military branch that patrol the streets of Regalia (and occasionally in the wilderness). Their orders are to keep watch over the Covens and find renegade vampires who have not joined a Coven.
The Vindicators have a more courtly role, as they are to find vampires and deal with the Covens. They are also needed for diplomatic activity between Covens and the Chantry. Vindicators also must keep track of vampire records and dole out punishments accordingly.
Renegade vampires are any vampires that have not joined a Coven or do not have a permit. In the Scriptures of the Lionheart, vampires are to be dealt in three ways:
They are to be detained in a Coven, cured, or executed.
Covens are also places where vampire-sympathetic people are detained, depending on how public their practice is.
