Stay online, and stay available.
I spend a lot of time talking about this with players and other staff members in my social circles. Make yourself available to other people for roleplay, even if it means going up to a group and breaking the ice yourself. I would never have gotten better or improved or even stayed in the community if I hadn't thrust myself into roleplay. Welcome new people into your groups if you have them. Roleplay has become more about logic and winning than being welcoming and having fun.
It can be hard even for staff members. Staff members, especially lore staff, have this thing [USER=13492]@SpunSugar[/USER] and I have been calling the blue man effect. Staff members are acknowledged as great roleplayers, but sometimes players are scared to approach us OOCly or ICly for roleplay.
Message people, get them online. Make a forums post for a group. Apply to another group instead of making one. The more higher our player count, the faster it increases. Message people you would never talk to, get yourself out there. I know I love it when people ask me to roleplay, I eat that shit up and it makes me want to roleplay with them again.
So, long story short, just be online and be proactive.
