Act One: On the sanctions imposed on the Anahera and the County of Coivra
In light of recent events, the state has convened and the Secretary for the Finances, in cooperation and by instruction of the Lord Chancellor, has agreed to tentatively lift the current embargo on the ports of Cazores, Occiboa, Bragalacao, San Selen, San Alejandro and Parmalucia as of the payment of 100,000 regals to the State and by the Anahera solely, as well as the continued payment of the legally required taxes by both the Anahera and the County of Coivra. This act will hold pending a meeting between the State and the Anahera, which it is bid to react to immediately upon the Lord Chancellor's summoning of the Anahera to the Imperial Court.
In line with this act, the state also forgives the Anahera for its wrongful claim to the nullification of the state's validity on the grounds of hostility towards its citizens. The State mandate to rule lends its obligations not from a legal mandate as purported by the Anahera, but rather from the obligations as mandated by those of the esteemed noble peerage who pay tribute to it as a centralized authority in the Great Empire of Regalia. Seeing as the Anahera had not paid this tribute as mandated by the State and built up a negative credit standing it had and has rescinded its right to, as a tributary to the State, dictate on the validity of the State's rule and interpret its actions.
Until such a time as the Anahera's negative credit standing with the state as per the reform of the taxes is resolved, either diplomatically, or through the repayment of the remaining 175,000 regals, the State will not accept the rhetoric of the Anahera, or other states that openly rescind their rights as tributaries by not committing to the obligations of such an entity as dictated by the State. The State restates its right to have these obligations met legally and its intent to solve any matters that may dissatisfy tributaries to the state diplomatically and with said tributaries.
Act Two: On the Report into alleged corruption and abuse of power by the Secretarial office.
In response to the Secretary for the Whip's allegations and in spite of the misguided nature of the allegations, the Secretary for the Finances has ordered a report investigating the aforementioned allegations. In this report, released by the Internal Bureau of Revenue Enumeration, the Secretary for the Finances was found to be innocent of these crimes by a non-partisan entity.
The report, which has been publicized as of this act is readable to all, and aims to inform the public that the Secretary for the Finances may be held to scrutiny for the actions of their office. The Secretary for the Finances further stipulates that documents related to this report, and any documents justifying any state expenses are always available upon request and by those wishing further insight into the machinations of the government.
