To the Citizens of the Great Empire of Regalia,
As the seasons pass, we continue diligently to walk our paths upon the Great Way. It is an endeavour not without sacrifice, but one we are all proud to make. From those fighting to protect our Great Empire from those who seek to stand in the way of our cause, to those who tirelessly labour to provide for their countrymen. It is this undying zeal and fervor ever present in the people that has allowed Regalia to prosper for centuries. We are an Empire under the Spirit's blessed and warm light. Let us not forget this as we work ever to further walk upon the path, for the gate is as wide as the way is narrow.
The State too diligently strives ever further to bring prosperity to the peoples of Regalia in its fervor and commitment to the Empire. As Regalia grows wiser and stronger from the efforts of those before us, so too does the state, ever changing in its ways to ensure the prosperity of its subjects. It is with these ambitions that I write to you today as the Secretary for the Finances, in order to inform you of the most recent initiatives of my office.
The system of taxation, in regards to the internal bureaucracy of the Secretary for the Finances has undergone formative changes. The publication of the state taxes has been spread to the relevant taxpayers as of this decree, and offers the basis for taxation under reason and necessity as part of its general taxes. Currently, the state taxes are set at twenty percent, with an additional war tax of twenty percent to support the current warfronts.
Furthermore, the reformed tax system will offer incentive for any taxpayer to request funding from the state in the form of Relief Grants and tributary donations so long as the party in question has a balanced credit standing with the Imperial Ministry. Those who do not have a balanced credit will be automatically denied this service, and may incur Punitive Taxation as a result of this decision.
To apply for Relief Grants, one must write a letter detailing the proposal, outlining its projected costs and benefits as well as showing proof of a good standing with the state, this all to be addressed to the Secretary for the Finances. As of this decree, only the Patriarch or Matriarch of a house may write for these grants.
Under the circumstances of the reformation, the state has assigned temporary tax posts to account for the previous cycles. The state urges each relevant taxpayer to pay its taxes within the current cycle to the best of their ability and in order to prevent further involvement of the state. Any and all previously incurred debt to the state by the taxpayer will be absolved after the collection of taxes for the current cycle, balancing credit for the purposes of relief grant applications in the eyes of the state. All taxes after this point will follow the procedures within the publication.

Act Two: On the release of Defense Bonds
Effective the 11th of September in the year of 307, the Ministry will commence the sale of The Regalian Defense Bonds Series One and Two. These defense bonds will be sold in limited quantity to any who seek to approach the Secretary for the Finances and the Bureau of Tax Enumeration. Defense Bonds contribute directly to the state army, and each Regal exchanged will serve to bolster the men and women abroad who proudly protect and serve. To buy defense bonds, visit the headquarters of the newly formed Bureau of Internal Revenue Enumeration. A publication of information regarding the war bonds has been released as of this decree.

Act Three: On the formation of the Bureau of Internal Revenue Enumeration
The Secretary for the Finances, in light of the bureaucracy required to support the above changes has seen it fit to the begin structuring the official formation of the Bureau of Internal Revenue Enumeration. The Bureau will operate as an investigative and prosecutorial arm of the Secretary for the Finances and the Imperial government at large, aiding in seeking out initiatives to improve Regalian commerce, as well as to investigate cases in breach of the financial laws of Regalia.
As such, the Secretary seeks statesmen, lawyers and clerics of all rungs of society to aid in the creation of this organisation. Recognized citizens who have an interest in aiding the state, are able to read and write, and are law-abiding citizens with no criminal history may tentatively apply for civil service positions within the Bureau or propose a structural framework for this organisation by writing a letter to the Secretary for the Finances.
