The current state of Regalia has been incredibly pleasing. Following the reclamation of the Empire's capital, and the storming of Greygate, Regalia has been experiencing an unprecedented time of great wealth and prosperity. The strength of our great nation has really shined, the speed and efficiency in which it has rebuilt itself is an undeniable marker of such.

However, Regalia's recovery is all but done. While spirits are high and the outlook is promising, as we have seen time and time again, peace is never constant. At any moment, something could go wrong, and as such, the infrastructure of our Capital must be overseen with great care, else catastrophe could strike once more and we may not be fully ready.

For elaboration's sake, to this day, countless buildings, and even entire regions of the city still lie in complete ruin. As such, many have been left without a home, without a job, and without a means to survive. And thus more people now than ever have come to rely on the Almshouse and Alms Ministry, which is severely underfunded and under-equipped to handle such demands.

Thus, with the responsibility of nobility, as figures who hold wealth and power in Regalia, and as my trusted and loyal subordinates, an order is hereby decreed to all members of the above-mentioned Noble families. A minimum contribution of ((one wealth token)) must be donated to the Alms Ministry by each nobleman and noblewoman, and any further charities are encouraged, but not required. Failure to comply and meet the minimum requirement within the next 30 days, however, will result in strict and severe consequences.
