    A copy of this letter is delivered to /all/ Noble Estates, including Vassal Houses, and a public letter is also pinned to a public board.

    This open letter is dictated by a collective of the Princes of the Empire, as well as the Grand Ekhein, and the Grand Overseer of the Imperial Court. Dictations are published pursuant the Emperor's request to publicize relevant information, and make the necessary public corrections of legal policy.

    The Thyemic Problem
    For some time now, the Palace and the Court have observed the hand of kindness offered to those souls detached from the living flesh, otherwise colloquially referred to as the Undead or Deathless. Following the Crown's blessing of Thyemic beliefs, Mother Alexi became the first legally recognized and protected Deathless entity in the Empire, and many others followed through connection to her flock, as outlined by the Emperor's instructions. The Emperor feels certain, with the agreement of divine consultation, that Mother Alexi's beliefs and intentions are pure and pious.

    However, the matter of false professions and confessions has been raised before to the virtuous Duke Petrou, and indirectly communicated for a solution with the Mother Alexi. The Crown has continued to feel obligated from a moral and legal stand point to dedicate resources to ensure the validity of the professions of its members, and finds more often than not that these professions are false testimonies for the sake of a shred of legal safety from justice and righteousness. Indeed, the Court observes that the true faith of Mother Alexi's flock is perpetually in doubt with the sole exception of the individual of Kopec, who the Crown observed "showcased qualities of the memories of great men such as Allestrain and Alexander His namesake". The rest of the Deathless existed without purpose, without virtue, and without reason. To be charged with Unionist purpose, is to have purpose in life and after death, but one must observe that many Thyemic members are the variant of "say the prayers and forget" type of Unionist, which is against the Thyemic exception on Undead laws.

    Worse than betraying the good will and kindness of the Emperor, such utter lack of morality abuses the good will of Mother Alexi and her patrons, House Petrou, who have time and time again showed to be faithfully loyal to the Emperor. Indeed, the court believes the Thyemic Sect is full of false faces and and deceiving smiles, at least for those who have functional lips. The Crown has as such instructed a modification of the law regarding the Undead, which aims to correct the Emperor's own over-expectation of truthfulness and virtue in the subject matter.

    Henceforth:

    The Thyemic Sect is no longer a legal provision for the Undead to exist. All Undead who are found are to be captured and put out of their misery with immediate execution or exorcism at the soonest convenience, and considered enemies of the state and life itself across the Empire.

    The Crown creates an exception clause, to the "Soul-Burdened" Undead, as declared so by the Imperial Inquestors. Mother Alexi and the individual known as Kopec shall be verified as Soul-Burdened Undead, and may be given reprieve from execution and treated as legal citizens of the Empire.

    Another exception dictates that Boroughs of Regalia may dictate their own policy regarding the Undead, and that the Emperor shall not force Crookback to also outlaw the Undead to respect the wider cultural and religious freedom that exists there-in, as well as self determination of the Council.

    Soul-Burdened Undead who are not executed must comply to the Undead provision of presentation. No flesh, bone, decaying matter, or colorless meat may be visible to third parties. All Undead must wear a mask to conceal their undeathness of any cultural or racial style to avoid offending the living with their visage.

    In order to be recognized as Soul-Burdened Undead, an Undead must be able to prove their loyalty, dedication, and virtue to the Empire in actions. The Court is aware this is extremely difficult given their illegal nature, however the Court also believes that if the Everwatcher has true purpose for an Undead, that the Everwatcher shall wash away all obstacles for them to fulfill their purpose that are out of their control. Should Mother Alexi believe one such individual exists who has demonstrated continued service to the Empire or an act of great selflessness and dedication to the faith of the Everwatcher, she may recommend one such individual up to the Court for Inquest, after which the Inquestors will decide the validity.

    Undead remaining in the city have 24 hours to leave the Empire before State Laws will be amended and go into effect. The State Metroplitan, Knights, Mercenaries, and other citizens of the Empire shall after this point receive the blessing of the Emperor to purge the Undead scourge from our Empire.

    The Bintaar Theory
    The Scholar's Court wishes to inform any and all who would be so inclined or wish to know, that the Songaskian College of Priests has spent time and effort to bring forth their presentation to the Inquestors, and withstood the arduous process of testing and trialling. As such, the Imperial Court and the Scholar's Court now acknowledge what the Songaskians and in part the Eronidas acknowledge as the "Ordial Theory", or the theory that a dimenthist realm equivalent to the Void or Exist exists beyond our plane of existence. The following assertations are now established as fact:

    Henceforth:
    The Court asserts that by proven evidence that this Bintaar plane of existence is one that is extremely hostile and hazardous to the health of anyone who comes into contact with it.

    The Court asserts that the Bintaar Realm creates a perfect but dead duplication of our world, for purposes which the Court is not yet able to establish or verify.

    The Court asserts that entering the Bintaar realm or attempting to make contact with it is strictly illegal in the same vein as Karamatology or the act of summoning Demons.

    The Court acknowledges the existence of so called Bintaar Mages, and chooses to classify them in the same vein as Void and Exist Mages to be seen to by the Occult Ministry.

    The Court acknowledges the existence of Phantasms and Poltergeists, and categorizes the Undead in the same vein, all considered Bintaar Afflicted and Occult.

    The Court will not strictly ban research into the Bintaar, but the Occult Ministry is commanded to observe safe conduct and that no material or entities are brought forth from the Bintaar to our world.
