Introduction:

The Guard Charter Adjudicator is the government official responsible for maintaining stability amongst the various Guard Charters active within Regalia. This government official also serves as a direct advisor to the Lord Chancellor on Guard related matters that inhabit factors such as Charter creations or suspensions, and permit grants.

The Adjudicator holds the right to intervene on behalf of the Lord Chancellor in Charter conflicts. When disagreements arise between Guard Charters, and when said disagreements develop into open conflict that may perverse stability and enaction of justice within Regalia, the Adjudicator can and will forcefully regulate the situation in order to create a swift and healthy resolution.

Powers and Responsibilities:
For the sake of being able to properly interject in possible conflicts and situations that are in requirement of governmental regulation, the Guard Charter Adjudicator is granted the following rights and responsibilities by the Lord Chancellor.

The Guard Charter Adjudicator may;
  1. Advise the Lord Chancellor on the creation, termination and suspension of guard charters and their members.
  2. Advise the Lord Chancellor on potential new rights for guard charters.
  3. Investigate corruption in approved guard charters, or delegating this responsibility to another, unbiased charter.
  4. Investigate cases of abuse from guard charters against the Regalian people.
  5. Adjudicate on disputes between guard charters.

Conflict Regulation:
When conflict arises between the Guard Charters, it is expected that the Charters will open a line of communication with the Charter Adjudicator. To neglect doing so will be considered as ignoring the powers of this governmental entity, at which point the Charters will be reported directly to the Chancellor as 'willingly creating conflict in order to perverse justice'.

The Guard Charter Adjudicator employs various tactics in order to resolve conflict between guard charters. There are two methods employed that can be viewed as final resolutions of sorts.

Generally, these methods are not necessary, as when conflict festers the Adjudicator will usually prefer to solve the dispute through direct confrontation. However, sometimes the conflict may require heavier regulation in order to reach satisfaction, and in such cases, the following methods are enacted.

Adjudication through Diplomacy Channel
The Commanders of the conflicting Guard Charters are brought to a table and forced to come to a solution through a debate that is administrated by the Adjudicator. At the end of the debate, terms will be agreed upon and the dispute will be considered resolved.

Adjudication through Chancellor Intervention
When the level of conflict is above the powers of the Adjudicator, the Chancellor is requested to pass the verdict. This is the least preferable method, but may prove necessary if the conflict reaches a level that the Adjudicator is not legally capable of dealing with.
