Spoiler: Obligatory Jams FROM THE DESK OF HER HIGH EMINENCE THE LORD CHANCELLOR OF THE REGALIAN EMPIRE 3rd of July, 309 AC A Pre-Amble: This Decree is split and partially delayed in the publishing of its second half, so as to allow the Government and Chancellor to confer with the appropriate parties before finalizing decisions and laws enacted therein. The second half will be published as soon as possible, and the Lord Chancellor estimates no later than one week from this date. On the matter of Changes to Regalian Law Territories: During the time of the Noble Retreat of the Peerage, the Regalian Noble Assembly convened with an Honored Ambassador from the Ithanian Sovereignty. During this Assembly, the Nobility ratified the following changes to Law and Empire policy that have been put into law, but are written here for the express clarification for those who could not attend the Assembly. -The Abolisment of Petty Laws regarding Marriage, Adultery, and Insult. -The Ithanian Sovereignty submits wholly to the Regalian Law structure and Judiciary. -The Assembly suggests to the Crown the implementation of an “Office of Marriage Morality” to assure the original Unionist intent of marriage amongst the Peerage. This office cannot be created by the Assembly, but can request to the Crown that it is added to the Imperial Court. -The Establishment of the concept of Crown Heartlands of the Empire. Crown Heartlands are subject to the same tax scheme and rates as the Archipelago, and in turn are afforded a sphere of influence over their neighboring Regalian subject states, allowing them to collaborate on mutual protection (as long as they do not interfere with the taxation of these states). -The Following are elevated to Crown Heartland: the Gallovian Sovereignty, the Ithanian Sovereignty, the Etosian Patriarchy, the Kingdom of Lustis, and as a unified Republican Sphere: Killarallis, Sirallis, and Arvost Republic. -The Following are extended the offer to be elevated to Crown Heartland: The Asha States Regarding Noble Taxation: To accommodate the growing needs of the State and Empire, Taxes will be temporarily raised as announced at the Assembly. The need for this raise will be re-assessed in two week’s time from this decree, and then one month’s time from this decree. It is the hope of the Lord Chancellor that this adjustment will no longer be required after those re-assessments. The following rates are applied to all families not listed below: 40% The following rate applies to the following families, who submitted themselves to an increased tax rate for the good of the Empire at the assembly: 50% House Cadieux House de Azcoissia House Deceres House Delmotte House Kassambara House Minarith House von Eisner House von Schwarzkrau The following rate applies to the following family, who have submitted themselves to an extra increased tax rate for the good of the Empire: 60% House Morathes Families not in the above list who wish to submit themselves to the raised tax rate are welcomed to by the Lord Chancellor. Regarding Arrest Warrants: The Lord Chancellor publicizes the Arrest warrant for Duke Hengest Harhold, for breaking the following laws in conference with a foreign Ambassador. Regalian Low Law 8. To sabotage, undermine, or be negligent in State Official Duty, is illegal. Capital Law 5. To assist foreign entities in their harmful intent towards Regalia, is illegal. The Duke, attending as advisory from the Marshalry Cabinet, and without assent from the Chancellor or Foreign Ministry, is charged with breaking the above laws in his grace’s words and actions during this conference. The Lord Chancellor will confer with the Regalian Judiciary and Lord Commander to proceed with charges levied against the Duke as appropriate for his grace’s Blue Blood privilege.
