Archived Creative: Decoheads

Pitch:
Remove the reduction of regals when using the command /decoheads in the creative world. There's no point to charge regals to use them in this world.

Of course, this suggestion is only possible if there's even a way to code it so that you aren't charged in a different world.

Longer to get to this than I'd intended, but a little update from me.
Originally planned to achieve this with one method that fell through to design changes; this issue slipped through the cracks because of it.

Looking at the task at hand, should be able to achieve this easily enough. Will be working on this week.
