FROM THE DESK OF HIS EXCELLENCY THE CONSUL RAVENSTAD

A PROCLAMATION


The Consul Ravenstad on his first address as consul makes the following announcements:

  1. With the War in Rie intensifying the Consul reminds the nobility the need to win this war, and calls upon meeting all individual house heads in order to ensure sufficient contributions are made in naval and military forces. The Consul specifically thanks, House Harhold, Drache, Krupp, d'Vaud and Heinrich for their significant contributions to the war.
  2. The Imperial Assembly has allowed a creeping lack of state functions and the need to create permanent institutions around them. The Consul acknowledges the importance of both War & Diplomacy and therefore announces the creation of the State Ministry. The State Ministry shall function as the Ministry vested with the power to interact with Foreign and Sub-Nation States and create deals, contracts and treaties in the government's name.
    1. The State Ministry shall be headed by the State Minister and under them will serve three State Ministerial Clerks.
    2. The State Minister will work hand in hand with the Consuls of the Empire and the Marshal.
    3. The Honourable Duke Howlester is appointed as the State Minister with the Ministerial Clerks: Countess Ombre, Lady Eleana Ravenstad and Lady Agnette d'Vaud.
  3. The Consul approves the creation of the following Charter; the First Imperial Reconnaissance. This Charter has the following rights:
    1. Be part of the Regalian Empire's military structure, with the head of reconnaissance recognised as "Reconnaissance General" and the retinues recognised as their designated ranks parallel to Regalian land armies. Also including the responsibility of the whole order not in front of a civil court with civil punishment, but with the more strict expectations of a military court.
    2. Be allowed to engage in military reconnaissance if commanded to do so by any superior commanders in the Regalian Army.
    3. Be allowed to engage in military counter-intelligence if commanded to do so by any superior commanders in the Regalian Army.
    4. The right to employ first-class citizens under an Imperial Oath of secrecy liable for court-martial and severe punishment in case of a breach. The responsibility to report any missions, dealings and results to the consuls or proconsul in power as well as the Imperial Steward.
    5. There will be headquarters assigned to the Imperial Reconnaissance at the Grand Lener's approval.
  4. The Consul approves the creation of the following Charter; the Druzhina. This Charter has the following rights:
    1. The right to enforce Regalian State Law.
    2. The right to arrest, enslave and punish criminals who break Regalian State Law.
    3. The right to utilise and openly carry non-military grade weapons.
    4. The right to wear armour while working.
    5. To work with the Regalian Guard in order to ensure amicable punishment given to criminals.
  5. The Consul makes it known that the ship has been returned to Baron Black. The Consul does not recognize the unfounded perjury claims.
