A PROCLAMATION
1. His Excellency acknowledges that, while the threat of a beast thought to be extinct for several hundred years is certainly daunting, the citizens of the Empire must remain steadfast in their faith in the Imperial Spirit, and to their loyalty to the State. His Excellency wishes to stress that the State has a plan to destroy this threat once and for all. However, careful planning and precise movements are required. Until such a time that this threat to the Empire is eliminated, His Excellency urges that all citizens maintain a state of constant vigilance. Citizens traversing the streets should take extra care in scanning the skies for any signs of the Dragon menace. If an attack is imminent, citizens should immediately move to a sturdy structure resistant to fire, such as a stone building. Homes can be rebuilt and belongings regained, but the faithful citizens of the Empire are the ones who will one day bring the Steps to the Imperial Throne to Aloria, and therefor their safety should be ensured.
2. His Excellency affirms the motion of his colleague, Consul Vulmar Ravenstad, to charter and sanction the House d'Ortonnaise's "1st Reconnoissance" army.
3. Concerning the war effort in Daen, His Excellency effective immediately sacks Luca Heinrich as Admiral the Grand Armada and replaces him with Christopher Black. Admiral Black is commanded to meet immediately with His Excellency to discuss future movements in the war effort.
4. Considering the Dragon menace's recent move against the State Assembly whilst in a formal session, for the safety and continuity of the State Government, His Excellency announces that no further sittings of the State Assembly will be held, until it is safe to do so. His Excellency stresses that this is a necessary move to ensure that the State Government is not swiftly and suddenly destroyed in a surprise attack by the Dragon menace, especially with the Emperor at war. Furthermore, by use of his own Imperial Prerogative, the Imperial Steward Tristan Kade has invoked emergency powers over the Empire in this time of crisis.
