    A Charter is essentially a Guild or Organization that has been granted specific rights by the Emperor of Regalia, to function in the entirety or parts of the Regalian City. Charters are documents in which organizations promise the Emperor to fulfill a certain role, and ask for rights and duties in return to serve to that end. A Charter can be anything, ranging from a crime fighting organization to a research and preservation society, or even an education board. Charter rights can be as creative as the players coming up with them, but it's always important to remember that Charters should aim for providing role play, not just implying it through NPC's and actions that do not take place IC. All Charter rights should pertain to some sort of IC action that can be taken with or against other players and/or organizations.

    Some good examples of rights are:
    • Can arrest criminals and detain them.
    • Can levy part financial taxation from the main street business.
    • Can manage the vegetation of the Regalian Park.
    Generally, as a guiding principle, all Charter rights must both be legal in the state, and also provide roleplay both for the charter members themselves but also people outside of the charter. Now obviously, Charter rights won't be handed out like candy. We expect Guilds and organizations to meet certain minimum criteria before they will receive rights.

    Some of these are listed below:
    • The Organization should have at least 5 active members. Up to 7 or 10 even preferably.
    • The Organization should already have existed for at least 2 weeks, with a thread that is equally old or older in this forum section.
    • The Organization should be active, and not delegated to a side Character.
    • The Organization should have a good reputable standing in the community (no god-RP/power gaming/metagaming etc.), this also covers the leader.
    • The Organization's leader should not be banned for any reason.
    There will also be some minimum expectation of how a Charter should behave after it has been granted rights. We always endeavor to ensure our privileged groups and individuals serve the greater good of the community either by hosting events or simply by providing roleplay for their members.

    Some good examples of such activities:
    • Charters should host frequent IC meetings and not just delegate to skype roleplay or OOC messaging.
    • Charters should host frequent IC events or activities for their members in the spirit of their group. For example, a Gardening society should endeavor to host planting sessions or lectures on agricultural practices. These do not necessarily need to be open to the public, but should certainly be open for members.
    • Charters should entertain their own internal structure and hierarchy to give members a "leveling" experience and an ambition to strive for within the organization.
    • Charters should, where possible, not shy away or avoid a potential conflict of interests against other Charters and organizations.
    • Charters should, from an OOC perspective, be an encouraging and guiding force, not just outright rejecting new roleplayers, but try to teach them the ropes of how to function in our community where possible.
    Charters will also be the center piece of our future micro-progressions, storylines generated by Lore Staff that act separately from the Story Progressions that we have grown familiar with on the Forums. These micro-progressions will be custom tailored to each Charter to both generate a narrative and also create a gateway to even more roleplay content. That being said, Charters should not rely on this for activity, and should primarily aim to generate their own activity.

    Now, on to the actual application process.

    Applications for Charter Rights are completely done IC, and solely done by the Emperor. This means that the Emperor might also be predisposed to granting Charter Rights to people he likes, and reject them to people he dislikes. Generally speaking, however, anyone can request Charter Rights at any time and they will all be fairly reviewed. The process is as followed: The Organization leader submits a written request in letter form to the Emperor with full explanations. The Emperor will then look over the Rights requests, and either reject or accept them out of hand, or a modified version, or request a personal meeting for further elaboration. Once a Charter right has been granted, how said right is exercised within the Charter is up to the leader of the charter.

    Additionally, Charters have a "Levelling" experience themselves as well. Imagine a new Charter Right granted Organization will be housed in a regular Regalian Home. The longer a Charter is active and the more roleplay it provides for the community, more privileges will be added to the Charter. This can be included but not limited to a grand Chapter House Base, Noble titles for the Owner, additional Rights to be granted, Medals, Government positions and more!

    The actual Template for applications is as followed:
    • Charter Leader: (IC name + Username)
    • Organization Link: (Link to the Organization Thread)
    • Members: (List of IC name + Usernames of all current members)
    • IC Introduction (The IC essentials when writing a letter to the Emperor, and also explaining the general idea behind the Organization's Charter and their aims. This should usually be between one to two paragraphs long.)
    • Right #1: (Short 10 word wording of the right)
    • Right #1: Explanation: (Further IC explanation as to why this right is necessary to have)
    • Right #2: (Short 10 word wording of the right)
    • Right #2: Explanation: (Further IC explanation as to why this right is necessary to have)
    • Right #3: (Short 10 word wording of the right)
    • Right #3: Explanation: (Further IC explanation as to why this right is necessary to have)
    • Final Declaration: (The final declaration is an OOC paragraph in which you essentially detail to us how and why your Charter will help create roleplay in the community.)

    "To His Imperial Holiness,

    Please find enclosed our guild's application for becoming an official charter. We have taken on board His Imperial Holiness' criticism of our guild in his recent essay, and have accordingly altered our direction, so that our focus is now less on government, and more on: our private business ventures; and service to the community in terms of trade skills training, and our continued endeavours to generally promote mercantile activity, e.g. by hosting public events.

    Our guild is both: a financial union for member families and their businesses; and also (b) soon to be comprised of various smaller trade sub-guilds, which we are going to call lodges. Each lodge will be run by a lodgemaster, and will take on apprentices, and monitor and keep track of their progress. Apprentices will be able to climb in rank in their lodge by performing well at tasks and achieving milestones. We hope to see our lodges also reach out to the public, e.g. by conducting trade workshops for the wider community.

    In association with our application to become a charter, and in accordance with our new direction, we are asking for the following rights.

    Right #1: To administer apprenticeships and provide official, recognised certification.
    Right #1 Explanation: A fundamental function of the merchant and trade guilds is to supply the service of training people in regards to particular commerce- or trade-related skills, e.g. training smiths, tailors, etc. The family of a hopeful apprentice would pay one of our lodgemasters (i.e. a master of commerce or of a specific trade) to train their son or daughter in a skill. Upon completion of their apprenticeship, this son or daughter might wish to continue their training with our lodgemaster, ranking up to journeyman, until possibly even becoming a master of the skill in their own right. Ideally, their hard work and new qualifications would be widely recognised. Our ability to provide official, widely recognised certification would achieve this end.

    Right #2: The right to buy land in the Colonies and Suzerain states for the purpose of establishing businesses there.
    Right #2 Explanation: We are interested in pursuing investment opportunities when they arise, such as owning a cane plantation in Daenshore, or a vineyard in Ithania.

    Right #3: The right to trade in exotic or dangerous creatures.
    Right #3 Explanation: We would like to keep the menageries of the nobility supplied.

    Final Declaration: From an OOC perspective, the Open Ocean Merchant Guild is a group of motivated players interested in promoting commerce-related roleplay within the community. The guild is open for people to join who are interested in trying their hand at at least some of the following:
    • running active businesses in Regalia;
    • hosting merchant-related events;
    • devising story-telling ideas to aid with the progression of the guild and Regalian roleplay in general;
    • helping new players, for example, by teaching them how to rent a business property in Regalia;
    • maintaining the Merchant Guild Event Hall and Bar;
    • attending guild meetings frequently.

    With the addition of our "lodges" programme, we hope to introduce an even newer dynamic to the guild where players can "rank up" in the trade lodge of their choice, as well as participate in some intra-guild competition (i.e. competition between the various lodges as they vie for prestige within the Open Ocean Merchant Guild).

    To His Imperial Holiness Alpha Cedromar Kade I,

    Enclosed within this letter are my requests to formally have the Ironwolf Legion recognized as an official charter within the city. As you will see below I have listed out the members with whom I apply as well as the rights that we would require in order to operate at peak efficiency. As I am sure you are undoubtedly aware, I have always endeavored to preserve the Empire as well as its citizens. By extension, this ideology takes part in the formation of this charter. While I understand you already have your own personal assets to tend to matters, the Legion would be available to act as a cost-less resource in your constant efforts to safeguard our borders.

    Make no mistake, this is no club for white knights and heart of gold types. These men are freelance fighters uniting under a single banner, a banner that owes allegiance to no-one but the nation it plants its post in. This will obviously be less than politically correct, but you have never struck me as the type to care much for political correctness which allows me to have faith that you will see the value in this organization.

    • Right #1: The right to openly carry/ wear non-military weapons and armour
      This right allows fully trained members of the Legion to be prepared should any great threat arise such as the Lo crisis. If one thinks back to the beginning of said crisis, they will remember that armed enemy forces easily overwhelmed the Regalian defenses. Giving our trained members access to such things would allow for peace of mind for many while also serving a practical purpose.

    • Right #2: The right to maintain an individual charter house within the city
      This facility would be used to house legion meetings, trainings and other such events. Ideally, portions of this facility would remain open to the public such as a drinking hall and common area while other parts would be reserved for members. Having such a place will enable the Legion to hold events for the people of the city and promote the open membership that is offered.
    • Right #3: The right to detain lawbreakers or persons suspected of interfering with charter activity
    • Right #3: Having the authority to perform arrests would allow Legion investigations to go much smoother. This would allow for any unnoticed threats to the archipelago to be investigated without expense to the Crown. Naturally, any Order of the government would overrule Legion authority and if requested, any detained individual would be turned over to the respective Order.

    • Final Declaration:
      From an OOC standpoint, the Ironwolf Legion serves as a glorified mercenary conglomerate. It accepts contracts while also maintaining a relative air of professionalism. Any characters that join the Legion will be submitted to training that differs from guard roleplay and will be put through a variety of trials. However, the secondary focus of the Legion is to observe threats both in and out of the city so that the citizens of Regalia are given relative peace of mind. While the organization is as new as is allowed to apply, the planned road-map is packed with points to be developed such as the following;
    • Unique groups within the charter for different races such as a brute squad for Orcs and Dakkar
    • Large events to celebrate the victories of the Legion while also providing roleplay such as fighting tournaments
    • Effigy burning to celebrate the victories of the Empire
    • Events based around the various cultures of Aloria such as Northerne, Ithanian and Daendroque festivities
    • A constantly expanding rank system (Presently a four-tier system of Recruit, Auxiliary, Legate and Primus)
    • Competitive contract completion rankings (e.g. Ser Knightlad has completed 12 contracts in the past month so he receives a prize/ promotion)
    And much, much more to be developed as time goes on. As it stands, it is difficult to get roleplay out of situations that occur outside the city of Regalia. One of the largest goals this group hopes to achieve is to create roleplay based on events not taking place in the city such as troll hunts or skirmishes in other nations. The group also actively welcomes newer roleplayers, taking on a sort of "roleplay academy" mentality by showing players the basics and slowly progressing into the more complex topics.​
