~ Calling all Chi'en-ji! ~

After reading through the lovely Human Cultures page, I came across both the Chi'en-ji culture and the sub-classed Chi'Di-chuo culture. Both are lovely snippets, however, it mentions that Chi'Di-chuo (Chi'en-ji who live in Regalia) often group together and all live in the same area, which are appropriately called 'Chi-Towns'. This was neat, and I thought the Chi'en-ji community could get together and all have our Chi live in the same area to create one of these 'Chi-Towns'.
It'd be less of a gang, maybe, and more of a community, where most of the Chi'en-Ji could keep and touch and help eachother out in the harsh city of Regalia. Bring a bit of Yang-Tzu to a foreign land.
I have a few Ideas where the place could be, my top being the Reed roads (Behind the black tower). This spot is largely unrented, and has many houses within a very close proximity - it's close to the slums, which still allows some shadier Chi'en to live near, but is still in the main city, for non-slummer Chi'en. There are a few properties with business signs, which would allow for player-run businesses to pop up around the spot, for any who maybe want to run a noodle shop or a unique trade store. The area is somewhat secluded, however, and is out the way. So, any hopes of hosting public events wouldn't be that great.
My second idea was the docks area, especially around the old Oyster and the Ecksdorn regions. This spot has a lovely view of the sea, is open, and even has its own tavern, which could possibly be revived with staff decision. The docks are known for some shady business, which allows both crime and non-crime peoples to live in, and the houses are in somewhat of a close proximity, and are half regular prices. However, there are many fewer houses here than in the reed road area, and a lot of dock houses are already rented, making it difficult to really establish a feeling of majority Chi'en-ji there.
I hope to get this idea off the ground, and possibly revive an area outside the willow and slums, so RP can be drawn to an unused district once more.
