MERCENARY COMMISSIONER OF THE HOLY REGALIAN CITY

On the date: April,. 1, 309 years after cataclysm, The Mercenary Commissioner von Falkenreich institutes the Mercenary Reformation Act of 309 under the Reinard Administration and issues the following changes.

On the subject of Mercenary Rights: Mercenary Rights remain largely unchanged and are as follows.

• Mercenaries may wear up to half plate without a helmet, though only while actively fulfilling a contract.

• Mercenaries may open carry any weapon, but only while actively fulfilling a contract
• Mercenaries may pursue legally sanctioned contracts, either sent by the Nobility or the Chancellor or Assembly or Emperor.
• While on contract, a mercenary or their contractor may keep the guilty party on their premises or at the Mercenary Keep for up to 48 hours as long as they have capable detainment rooms for questioning and beating, before they must be handed over to the City Guard.

• Mercenaries may accept legal contract work from all Regalian citizens but their contract must be approved by the Commissioner.

On the subject of Mercenary Registration: Every Mercenary who is currently registered will be required to reapply to the New Commissioner in the thread:

On the subject of Los Protectores:

• The Mercenary Company known as Los Protectores, are immediately disbanded by the Mercenary Commissioner.
• Florence Amaya is hereby barred from service or creation of any mercenary company or affiliation. If Mister Amaya finds this judgement unfair. He may appeal to the Lord Chancellor.
• All other members of the Mercenary Company known as Los Protectores are immediately required to suspend any operation and to report to the Commissioner immediately.
• Any action from this Company will be seen as rogue and illegal. And should be prosecuted as Vigilantism.

On the subject of bounties: Bounties will be tinkered in the coming days/weeks and will be up and running by the next declaration.

On the subject of Mercenary Contracts: The Commissioner has made drastic changes when it comes to Mercenary Contracts and how they are legally approved. In order to ensure that illegal contracts are not being filtered through, in order for a contract to be considered legal it must be approved by the Mercenary Commissioner by nothing less than a stamp from HIS desk. This is does not include when bounties are approved via:

• Violet Order bounties which are approved for Mercenaries to take part in.
• Bounties created by the Imperial Authority, Noble Assembly or the Lord Chancellor.

This means the procedure of having a contract approved will go as follows:

1. A contract is posed by a person.
2. Contract is proposed to the mercenary company and or independent mercenary.
3. The contract is then presented to the Commissioner for his approval, to which he will approve or deny it.

Why have we made these changes? There is alot of issues of illegal contracts slipping through the gaps, this is to ensure there is direct oversight from the Commissioner to keep himself and his mercenaries in order. This will also create a positive and conductive relationship with the Violet Order.

On the subject of Eloi Playero:

• Eloi Playero is permanently banned from participation within the Regalian Mercenary System. Mister Playero may see Lord Chancellor Reinard to have this decision overturned.
  

On the subject of the Mercenary Cabinet: The Commissioner will begin recruitment of the cabinet post haste as Mercenaries are approved. Commanders and Freelance Mercenaries may apply by sending the Commission a letter. [ @natt#5870 on Discord. ]


On the subject of Mercenary Stewardess: Her Grace, Duchess Violetta de Piedmont will remain as Mercenary Stewardess, and continue to host events within and outside of the keep. As Mercenary Stewardess the Duchess holds the following powers:

• Make active reports about individuals brought up from other mercenaries or commoners they run into.
• Host events, gallas, and balls. Along with feasts.
• Hold events [inside] the keep.
• May sit in on Mercenary Cabinet meetings as a scribe but does not hold a vote.

And finally, on the subject of Mercenary Physicians: Any and all Physicians who are out of work are encouraged to send a letter to the Commissioner to find service. [ @natt#5870 on Discord. ]
