A Necessary Revision

Distribution of this decree, the Ministry of Truth's second ever, is ordered swiftly across the newspapers and notice boards of the Regalian Archipelago.

We at the Ministry of Truth seek constant evolution and progressive innovation, be it technological or systemic. As such, major updates to our procedures and codes are expected to happen at least annually. Many citizens across the Archipelago will be intrigued to hear that the focus of this decree is to announce a substantial change in our policy for Somatic Correction, otherwise known as "circuit-treated behavioral management". Such treatment details can be learned in my first decree. The highest interest of today's revision consists of this official statement:

Somatic Correction is hereby a contractual procedure signed between a consenting patient and their authorized legal practitioner.

While exceptions may be made, the patient-candidate's chosen practitioner must argue the case for non-consenting Somatic Correction before a Justicar in court. The Justicar will then approve or deny the plea, and sign in place of the patient as legal overruling for medical consent.

The Code of Mercy has, as such, been slightly updated to suit this change in policy:

SOMATIC CORRECTION MUST ONLY:

- REFER TO DETERRING ONE OR MORE BEHAVIORS WHICH ARE CRIMINAL, DELUSIONAL, OR MADE WITH LAW-BREAKING INTENT.

- SPARINGLY ENFORCE BEHAVIORS WHICH ARE DIRECTLY AND UNDOUBTEDLY EMPIRE-SERVING. (Behavioral encouragement must generally only be issued to criminals who would otherwise be completely directionless without their illegal activities.)

- INCLUDE A PRE-PROGRAMMED CIRCUIT, MEANING THAT ONCE THE DEVICE IS ESTABLISHED, FURTHER COMMANDS MAY NOT BE SPONTANEOUSLY ISSUED. (Ex: The programmer may not include commands such as, "do what I tell you to".)

- BE ISSUED TO CONSENTING INDIVIDUALS THROUGH A LEGALLY BINDING CONTRACT. (Exceptions for Somatic Correction without patient consent may be argued in court before a Justicar.)

- BE ACCOMPLISHED THROUGH A MUNDANE PROCEDURE AND ESTABLISHED BY AN APPROVED TECHNOLOGICAL CIRCUIT. (Unapproved technology includes: Godsamtro, Jalidtech, Arctech, Bidriqtech, Dark Metal, Aranatech, Nephiltech, and Necrotech.)
