The Imperial Bureaucracy has seen fit to note that there has been an exchange of significant vitriol in public over the preceding day in regards to affairs conducted within the duration of one Imperial inquest into actions taken during the Lich Occupation. It is to our great dismay that this debate is conducted primarily by means of conjecture, with ad hominem rhetoric; as it was our hope that all thoughts should have been brought forward during the appointed hour, we are saddened to note that accusations left unstated at the proper moment are now being brought up in post-review and argued from outside the remonstrance of our guiding hand. We would like to formally request that all claims be re-made in full and sent to the office of inquest. They may also be re-published in reply to this bulletin.

This request addresses particularly the parties:

  • Vassal Baron Fulgore Fänger (on his injunctions against Grand Duchess van Hal),
  • Mister Nathaniel Hawthorne (on his injunctions against Houses Delmotte and v. Schwarzkrau),
  • Archduke Howland von Schwarzkrau (on his injunctions against Grand Duke Theopold Castley),
  • Lord Atum Morathes (on his injunctions against the Castillian Guard),
  • Grand Duke Theopold Castley (on his injunctions against Duke Delmotte and Archduke v. Schwarzkrau),
  • Mister Urijah Jamesson (on his injunctions against Duke Delmotte and Archduke v. Schwarzkrau).
We would like to indicate that the accusing parties should write their reports formally. The accusations of the Archduke v. Schwarzkrau are the example to follow. Unless pertinent, ad hominem should be refrained from.

The Archduke Howland von Schwarzkrau and Duke Markus Delmotte announce the following criminal accusations against Grand Duke Theopold Castley, and issue a request to the Regalian Judiciary to consider these charges for prosecution:
  • Common Law 4 (1): Inflicting non-lethal harm or excessive emotional suffering on others unless in self-defense is illegal. Murder or loss of body parts escalates the crime to Regalian High Law. Titleholders are exempt from this law.
    • Criminal attempt: Grand Duke Castley did scheme to have masked thugs beat Archduke Howland von Schwarzkrau in the streets with clubs.
  • Common Law 11 (1): Attempting to break out of prison, assisting another to break out of prison, or otherwise obstructing guards in their duties is illegal. Titleholders may release Common Law criminals from prison or other punishment at will.
    • On Nov. 3, Grand Duke Theopold Castley did order his guard to discard his gauntlets pending Violet Order investigation, obfuscating evidence in his guard's violation of Common Law 1.
  • Common Law 11 (2): Attempting to break out of prison, assisting another to break out of prison, or otherwise obstructing guards in their duties is illegal. Titleholders may release Common Law criminals from prison or other punishment at will.
    • On Nov. 3, Grand Duke Theopold Castley did attempt to leverage his noble privilege over law enforcement officials by ordering Violet Guards not to arrest his house guard for violating Common Law 1, and retroactively attempted to assert the innocence of said guard before apprehension and escort to Greygate.
  • High Law 2: (1) To be negligent to Noble Expectations, incite to Civil-War or Rebellion, or commit to or encourage separatism is illegal. The definition of Noble Expectations is explained in Regalian Legal Codes further below.
    • Grand Duke Theopold Castley did roam the streets of Regalian from late October to early November, and asked several women, both of the common and noble persuasion, to marry him, his male cousin and/or female cousin without thought or reverence to the social implications of doing so.
  • High Law 2: (2) To be negligent to Noble Expectations, incite to Civil-War or Rebellion, or commit to or encourage separatism is illegal. The definition of Noble Expectations is explained in Regalian Legal Codes further below.
    • Grand Duke Theopold Castley was drunk and disorderly in the Old Town Tavern, the "Nook and Cranny," without escort.
  • High Law 4: (1) To conspire to harm or impede the freedom or functioning of the Lord Chancellor or Lord Commander or Emperor is illegal. Additionally, to publicize critical thoughts and ideas about the Emperor or his rule is illegal.
    • Grand Duke Theopold Castley did call into question the Emperor's rewriting of the Regalian Law; and furthermore, called into question the Emperor's reforms on law and aristocracy in front of numerous individuals.
  • High Law 4: (2) To conspire to harm or impede the freedom or functioning of the Lord Chancellor or Lord Commander or Emperor is illegal. Additionally, to publicize critical thoughts and ideas about the Emperor or his rule is illegal.
    • Grand Duke Theopold Castley, with the intent of inciting dissent against his Imperial Holiness, attempted to convince a peer that the Emperor was eroding the rights of the nobility and forcing federalization on his blue blooded subjects.
More charges may be announced as more testimony and evidence is revealed.
 
The Lord Atum Morathes announces the following charge against the Castilian Guard (Nathaniel Hawthorne)and issues a request to the Regalian Judiciary to consider this charge for prosecution:
  • Common Law 1: Attempting to break out of prison, assisting another to break out of prison, or otherwise obstructing guards in their duties is illegal. Titleholders may release Common Law criminals from prison or other punishment at will.
    • Nathaniel Hawthorne with the intent of manipulating the truth, regarding his testimony at the Inquiry, lied about severity of background checks and his knowledge of at least one possible sanguine within the Castley Guard in his signed proclamation.

Due to new information from the Violet Guard that this matter has already been investigated and dealt with. I thank the Imperial Bureaucracy for their consideration and submit for this charge to be withdrawn.
