Sounds like a good thing for you to try would be mingling about with some people, either if you're a roleplayer, there's a bunch of hotspots to meet people in character and more often than not begin to make friends OOCly too!

if roleplay isn't your thing, there are always factions recruiting new players, so you could give that a shot too!

Anyways, the point I'm trying to make is saying  Hi is one thing but if you're doing it somewhere like general chat, but people are more often than not going to ignore simple gestures like that; This isn't because there aren't friendly people on Massive and such, its just not really how its used all too much. I promise you though, if you do a bit of searching, there are some great people to chat to on here.
