Madame Ruza's shop is located at EmporiumCourt2, the building right next door to the Old Town pub with the purple and cyan wool. Her services include a private telling area for those who wish to keep their identity a secret. A secret entrance is available for people such as nobility and higher ups, you should just knock thrice upon the rear door. Privacy and identities will always be kept a secret should the person wish for that.
