In announcing my candidacy for the Office of the Chancellery, I would like to commend the legislative work of the out-going Lord Chancellor Bancroft. It is my belief that the Regalian Empire would benefit from a sort of continuation of these policies and initiatives. Should the Noble Assembly willingly nominate me to The Office, I shall honor their request for my leadership. On the Subject of Regalian Petty Law Bearing false witness, or resisting arrest, or hindering a Guard investigation is illegal shall become a High Law. Bearing weapons or armor outside of permit clearance is illegal shall remain a Petty Law. Vigilantism without the proper permit or clearance is illegal shall be shall remain a Petty Law. Trespassing on any private property or residence is illegal shall become a Low Law. Mugging or stealing or cheating at games or property destruction is illegal shall be divided into the following laws: Mugging or stealing shall become a Low Law. Cheating at games shall become legal. Property destruction shall become a Low Law. Adultery and conceiving out of wedlock is illegal without legal consent forms shall remain a Petty Law unless it is the result of a bigamous relationship, at which point it shall be legal. To insult another person without established truth to the accusation is illegal and shall become a High Law. For a family member to resist the will of their family head, is illegal and shall remain a Petty Law. On the Subject of Regalian Low Law Inflicting harm against another unless to remove a trespasser or self-defense demands itself is illegal and shall remain a Low Law. To abduct or imprison or enslave another without legal permit is illegal and shall become a Capital Law. Possession or use of Contraband and Illegal Items is illegal and shall become a Petty Law. Non-consented Marriage or failing to provide for one’s spouse, is illegal and shall become a High Law. Subjecting another Unwilling to Mutations or Magic induced aesthetic-only changes is illegal and shall become a High Law. Using Aberrant Powers outside the home without permission is illegal and shall become a Petty Law. To create, recruit, be a member of, or cooperate with Crime Groups, is illegal and shall be divided into the following laws: To create, recruit, or knowingly be a member of a Crime Group is illegal and shall become a Petty Law. To willingly and knowingly cooperate with a Crime Group is illegal and shall become a Petty Law. To sabotage, undermine, or be negligent in State Official Duty, is illegal and shall become a High Law. To falsify evidence, seals, stamps or other approval, is illegal and shall become a High Law. It is illegal to infect anyone with any form of Occultism or Aberrancy and shall become a High Law. It is illegal to be infected with any Non-Legal Code Approved Occultism or Aberrancy and shall remain a Low Law. To repeatedly avoid paying one's legal taxes to the Regalian Crown, State, or Military, is illegal and shall become a High Law. To deny entry to property, public or private, on the basis of a style of fashion or accessory shall be illegal and shall become a Low Law unless it is in conflict with another section of Regalian Law. On the Subject of Regalian High Law To violate the purity of, or indecently disrobe another, is illegal and shall remain a High Law. To forcefully attempt to break out of prison, or violently liberate another prisoner, is illegal and shall remain a High Law. To rob the life of another person, whether born or unborn, is illegal and shall become a Capital Law. Vast or major destruction of property or vandalism (such as arson), is illegal and shall remain a High Law. To unintentionally cause mass-death is illegal and shall be a High Law. Performing the Northern Taint on any unwilling person is illegal and shall become a High Law. Performing Symbiosis of any kind on any unwilling person is illegal and shall become a High Law. Performing Manathar Communion on any unwilling person is illegal and shall become a High Law. To discriminate on the basis of an Ailor culture shall be illegal and shall become a High Law. On the Subject of Regalian Capital Law To perform active rebellion against the Regalian state shall be illegal and shall remain a Capital Law. To harbor Jacobinism is illegal and shall become a High Law. To conspire to harm the Emperor or Chancellor or Assembly, is illegal and shall become a High Law. To conspire to usurp or harm the state through military means, is illegal and shall become a High Law. To commit mass-murder or intentionally cause mass-death, is illegal and shall remain a Capital Law. To knowingly and willingly assist foreign entities in their harmful intent towards Regalia, is illegal and shall remain a Capital Law. To be a Jacobin shall be illegal and shall be a Capital Law. To be a Maraya and contact without State supervision of the Maraya Home Swarm is illegal and shall be a Capital Law. On the Subject of Criminal Justice Reform Regalian Petty Laws shall be punishable by a fine. No records shall be kept of Regalian Petty Laws. Regalian Low Laws shall be punishable by a prison sentence or fine. Regalian High Laws shall be punishable by a severe prison sentence, community service, or demotion of citizenship status. Regalian Capital Laws shall be punishable by execution, community service, or demotion of citizenship status. The Regalian Judiciary shall review violations of Regalian High Laws and Regalian Capital Laws before a conviction is made. If financial or bodily harm is illegally done to someone, the offender must provide compensation equivalent to the harm. On the Subject of Citizen Rights First-Rank Citizens shall be Ailor, Qadir, Songaskia, Dwarves, Sihai, Asha, Allar, and their half-breeds or Urlified versions. First-Rank Citizens and the nobility shall have a presumption of innocence during Court procedures. First-Rank Citizens who are not Ailor or half-Ailor may be demoted from First-Rank Citizenship. Ailor and half-Ailor may never be enslaved. Second-Rank Citizens shall be Altalar, Cielothar, Avanthar, Yanar, Sihndar, Manathar, Isldar, Unionist Kathar, and the Maraya. Second-Rank Citizens may purchase First-Rank Citizenship via a donation to the state or community service via the Alms Ministry upon request, and a voucher from a noble house. Second-Rank Citizens may not hold State Office unless they are noble or are appointed by the Noble Assembly, Lord Chancellor, or Emperor. Second-Rank Citizens do not have access to the Regalian Judiciary unless they are represented by a First-Rank Citizen Trial Maker. Second-Rank Citizens shall have access to the Altalar Judicial system if they are Nelfin living in majority-Altalar lands and all parties consent. Second-Rank Citizens have a presumption of guilt during Court procedures unless they are noble. Second-Rank Citizens do not have the right to marry or reproduce with Ailor unless they are noble. Second-Rank Citizens may be demoted to Third-Rank Citizenship. Third-Rank Citizens shall be Slizzar and non-Unionist Kathar. Third-Rank Citizens may purchase Second-Rank Citizenship via a donation to the state or community service via the Alms Ministry upon request, and a voucher from a noble house. Third-Rank Citizens do not have the right to Court procedure and have a presumption of guilt. Third-Rank Citizens are not permitted to hold State Office or be a member of the Regalian Military. Third-Rank Citizens are not permitted to serve in Noble Courts or in the Imperial Family’s Household. Third-Rank Citizens do not have the right to marry or reproduce with Ailor. Third-Rank Citizens do not have the right to any State Law protections. On the Subject of Knight Law Any and all Knights are permitted to bear any armor, as long as Order identity is visible. Any and all Knights are permitted public open carry of weapons, but must conceal indoors. Any and all Knights may engage in Honor Duels with harm in designated arenas. Only Knights with Imperial Respect may enforce the Code of Honor on their fellow members. Only Knights with Imperial Respect must be called Ser if male, or Dame if female. Any citizen with knowledge of a Knight violating their Code, must report this to the Chancellor. All Knightly Orders shall have the right to maintain a chapter house in the Crown Isle from which to discipline Code of Honor violaters. Any Knight that commits a crime due to obligation to follow their Knightly Code shall be found innocent of breaking the law. On the Subject of Empire Wide Ordinances - NO CHANGES. On the Subject of Contraband and Illegal Items Any Artifact that is identified as originating from the Void Occult is contraband. Any Artifact identified as a Draconic Soul-Core active or inactive is contraband. Narcotics not stamped and shipped by the Anahera Cabal is contraband. Siege weapons and Gunpowder not stamped and shipped by Howlester Trade is contraband. Grains of any kind not stamped and shipped by the Kade house of Trade is contraband unless grown for personal use. Muskete weaponry not produced and granted by the Belliard Guild is contraband. On the Subject of Legal Codes Regalian Weapon and Armor permits: no change. Occult Power Legislation and Usage: no change. Noble Houseguard and Servants: no change. Mercenary Rights and Laws: Mercenaries may wear up to half plate without a helmet, and may open carry any weapon, but only while actively fulfilling a contract. Mercenaries must adhere to all Regalian Law where applicable, and must step aside if Regalian Guards usurp the situation they are in. Mercenaries must obey commands given by the Regalian Guard Lord Commander, as well as the Chancellor. Mercenaries must at all times work towards legally sanctioned contracts approved by the Mercenary Commissioner. If a Contract is illegal, the Mercenary shall hold no blame for enforcing it, and instead, the Contract maker will be found guilty of all Laws violated by the Mercenaries. Furthermore, mercenaries cannot be guilty of cooperating with Crime Groups as part of a contract. While on Contract, a mercenary or their contractor may keep the guilty party on their premise or at the Mercenary Keep for up to 48 hours as long as they have capable detainment rooms for questioning and beating, before they must be handed over to the City Guard. All Mercenaries must always be registered with the State’s Mercenary Commissioner. Blueblood Court Privilege: no change. Blueblood Court Honneurs: no change. Military Court Privilege: no change. Alms Ministry Privilege: no change. On the Subject of Government Ministers The Office of the Whip shall be restored with the following rights: The right to dictate the performance of an Imperial Summons. This is a 1 on 1 accusation inquest by the Whip in front of the Chancellor, wherein the Whip singles out a Minister or state agent they believe should be fired or disciplined, and try to convince the Chancellor by performing an accusation in front of him at the Regalian Senate Hall. The right to call noble titleholders to answer for their actions where the Regalian State has an interest. The right to call for a Diet of the Nobility without the consent of the nobility, provided that a justification can be provided in the interests of the State. As an aside note, this still requires three days notice to be given ahead of time. The right to dictate search warrants on Noble Estates to the Violet Order. The Office of the Commons shall be established with the following rights: The right to approve laws and projects directly affecting the Regalian City by majority vote, subject to veto by the Noble Assembly. The five members of this office shall be the commoners with the most votes in an election. The Office of the Undercity Representative shall be amended as follows: The Undercity Representative shall be elected by the Crookback denizens rather than appointed by the Lord Chancellor. The Office of the Reeve shall be amended as follows: The Reeve shall be appointed by the Noble Assembly. The Office of the Intelligence Ministry shall be reestablished with the following rights: The right to be informed on matters of state security. The right to be immune from Regalian Law while undercover. The right to infiltrate Crime Groups. On the Subject of the Violet Order The Lord Commander of the Violet Order shall be elected by those living in the Regalian City. On the Subject of the Campaign It is with these ideas that I announce my candidacy to the Chancellery. Of course, I am always willing to accept input over the next month so that a better platform may be developed. Alaric Keen lounged at his desk, away from the eyes of the conduces. Sitting across was Augustin Mohren, his right hand, freed from the chains he had only just been placed in. In his hand was a cup of whiskey, drinking away with the success endured throughout his day. It was not an ordinary feat for the man to drink, but with all of the recent events revolving around Playero and the Amayas, it was only right. “Your Grace! We’ve your week’s worth of notes!” called a steward, lumbering into the room. This caught the eye of the duke seated, something that inevitably forced him to gesture the worker over. Finally, he took hold of the newly retrieved stack of papers, spreading them out on his desk to read each and every one. “Ahah. Let’s see here..” He muttered to himself and Augustin. “Chancellor decrees, Wan-Xia, Prowess Decree. Nothing of desirable interest.” “Oh. Duke Keen. You missed one here.” A servant at his side said, beckoning him to look at one written by Florence Amaya. With reluctance, the Duke had no answer, albeit checking for the document's title. No reply. Moving further, Augustin went on to ask. “You won’t read what Amaya has to say, Your Grace?” “I’ve had enough to drink today, my Oberleutnant. I might be seeing things.”
Adelina Mohren sat at a desk in her home, one hand holding a bag full of ice to her nose, the other flipping through today's parchments and mail. She recieved Wan-Xia's election notice, and casted her vote in favor. She nailed it to the wall. Florence Amaya's election notice came into view. The woman stared at the writing for a good five seconds, before balling it up, and with a hard swing, throwing (yeeting) it into the wastebin across the room. The quiet tumble of the paper hitting the trashcan's floor was like music to her ears. She then took it out with one hand, unraveled it, and nailed IT to the wall. She then grabbed whatever kitchen knives or daggers she could find, and spent a full hour throwing knives at the notice.
