    HERITAGE SECRETARY REVERSES ALTALAR STATUS

    ~ 28 May, 307​

    After severe backlash from many in the City, both noble and commoner alike, Secretary of Heritage Kailu Frisque has reversed the previous status of the Altalar, which placed them one step above the Kathar outsiders, back to First Civil Status. This was proclaimed in his Second Act of Heritage and in the same declaration, created the HERITAGE CHARTER: a charter dedicated to allowing each race of the Empire to contribute in their own so-called Sect; more information will be released at a later date. Some citizens have been heard saying that although it was a mistake on Secretary Frisque’s part on the matter of the Altalar, he should be given another chance. In any case, the Secretary caught himself before the fall was too late.

    FINANCE SECRETARY ANNOUNCES REFORMS

    The Secretary of Finance, Countess Anastasie de Letoirneau, has announced today a series of reforms intended to further the prosperity of the Empire and its economy. The Secretary declared that henceforth for the time being:

    • ALL expenditures from the State Treasury shall direct through her office;

    • May delegate specified portions of State income to a designated entity for distribution at their want;

    • ALL transactions and expenditures are to be recorded in their entirety.
    Furthermore:

    • The entire tax system of the Empire is to be reordered and as such,

    • ALL existing financial treaties concerning feudal lords and vassals of the Empire are to be reconsidered.

    • It is declared that the present system and obligations are to remain in place until otherwise and that an Empire-wide Census shall take place.
    Lastly,

    • The formation of an IMPERIAL BANK and the subsequent hiring of needed skills in commerce and statesmanship.
    Perhaps the most likely contentious part of this long missive of the Secretary’s is the announcement of an Altalar subsidy for the purpose of ‘restoring confidence’.

    LORD CHANCELLOR APPOINTS FIRST SHIELD

    The Lord Chancellor has appointed a singular bodyguard subject only to her and His Imperial Holiness’s command. The Chancellor further declared that the same First Shield may wear any armour and weapons in any setting. Furthermore, the Lord Chancellor has appointed one Vivana Enemera as such.

    Two new seats have been in the government have been filled since Monday as one Gallus Tyrannian was appointed to the former position and one Amelina Peirgarten to the latter. We congratulate these new Secretaries and wish them well in what is hopefully a successful administration.

    BARON OF OSTYR SUMMONS SKAGGERS TO CITY

    Yesterday, Baron-Regent Ser Edvard II of House Norrvakt declared himself the Velheimic Rakhr over the Crown Isle and summoned all members of the Skagger Order in the City. He challenged all those who would fancy themselves a claim on his self-assumed title to a so-called Lovgang and in his final paragraph, reaffirmed that House Norrvakt is loyal to the Emperor and Empire.

    ===Chapter Six: Traveling===
    Getting from one place to another can be a tedious day’s work – especially for those who are busy. Gentlemen have no bars on the when and where they may travel. Alone or in good company, their presence is never in question. Their only duties lie in escorting women safely around the city or road. Women should, as a general rule, never travel alone outside of their own home and parcels of land. There are certain exceptions made for homes in the country – where a small walk to the nearby chapel or village does not lend itself to much danger. However, within cities, towns, or long journeys, ladies should always have a partner or two on the streets. Gentlemen who are escorting a woman should never offer their arm unless the woman is elderly or infirm. Entwined arms are reserved for the dance floor only, and should not be displayed on roadways.

    Carriage rides should also be undertaken with a chaperone or guard if there is only an unmarried couple present. Closed carriage rides between a single man and woman, especially after dark, are considered immoral. If indulging in a day’s stroll through a city or two, the lady should endeavor to secure the services of a partner or guard before dark. If neither can be found, the lady must head home, as to be on the streets alone after the lamps are lit is frowned upon as a common practice.

    The Finance Secretary read the paper brought to her by her staff with intrigue, as she had for the past few days. She gave a fair nod as she finished, turning to her nearby Lady's Maid to comment;
    "While I must say I am curious as to how this publication emerged, I feel it has proven assuredly - its popularity shows. Perhaps they could do even greater things with financial support from the state, oui?"
