    The Blight Spreads to the Crown Isle

    The Blight began this year but has rapidly become the Empire affecting problem it was predicted to be. The Blight—a rare mixture of alchemy, fungal infection and magic stemming from the Zzonzeer region of Hadar—appeared at the end of the Sendrassian War. Several voices of reason pointed out that a disappearing enemy was cause for concern, and now it seems they were correct.

    The first Blighted field of wheat has been discovered on the Crown Isle near the Imperial Dragon statue and old Harhold Estate. It is heavily advised to stay clear of the region as there is no known alchemy or magic that cures the Blight. Residents should refrain from ingesting crops from these fields to avoid illness or possible death.

    Criminal elements are purposefully spreading the Blight from province to province, and no amount of prevention using the techniques pioneered by the Shattel Blight Committee appear to be stopping the flow. It continues to progress, threatening the Empire’s grain stores and food production with every field it infects. While the Trade House of Kade maintains a style of blight management that mitigates natural blights, no other House has imitated their methods thus far.

    Grains are split equally in constructions called Fyrds (cone-shaped brick and mortar buildings, like grain silos that remain closed for the remainder of the wet seasons). These Fyrds exist to prevent blights from affecting whole harvests, by splitting up harvests into manageable piles per region. So that if one region is affected by blight, the Fyrd is simply torched and the problem goes away. Should the entire grain store be lost there remains a one year supply safely tucked away and monitored, but its existence will do nothing to curb food supply issues caused by the infection of other crops.

    Tea, wheat, barley, marrow fruits (gourds), cucumbers, zucchini, cabbage, cauliflower and broccoli have fallen victim to the Shattel Blight. Lockdowns in different regions and restrictions on available foods could see the price of commodities soaring in the coming weeks, further worsening the economy and forcing the less fortunate to fend for themselves as funds run dry.

    Burning Bridges Vampiric Infestation

    On July 17th a seemingly dead Kathar woman was placed near the sewer entrance beneath the Golden Willow. She was adorned with a Crimson Red Masquerade mask and a message around her neck that read:

    Dearest Regalia,

    It seems my last warning was ignored. Many of you are looking into me not realizing that by poking the sleeping beast all you will do is cause a reckoning. This woman was looking into me and found something she shouldn't have. She associated with my enemies, and I warn you all now, cross me once more and I will be Burning Bridges. I give nothing but this warning out of care.

    The Masquerade wishes to be left to our own luxury. We are everywhere and anyone can be a mask.

    Watch where you step and who you cross.

    On July 19th Burning Bridges Clinic was shut down by the Violet Order for Vampiric Infestation. The name drops from the Crimson Mask letter and an anonymous source paints a terrible picture. A group of Sanguine, presumably members of the Masquerade, were infiltrating the clinic and were at one point led by the clinic’s owner, Ana Cervantez who is a known repeat vampiric infectee. While it is unknown the extent of Miss Cervantez’s involvement or how deeply ingrained the presumed coven was, the complete cessation of all activities in the clinic and continued bar on their medical staff to offer their services speaks volumes.

    Members of the Violet Order were reached for comment but refused to provide more information than was otherwise publicly available, citing an inability to speak on ongoing guard matters. In light of the reported death of the previous Mercenary Executive Fulgore Fängor and his presumed infection, the citizenry must ask itself: How are these things continually allowed to happen? Perhaps it’s not the State's error, but rather the failures of specific individuals.

    Some rumors allude to an Eronidas by the name of Isobel Lykke, a current member of the Violet Order and kin to Sibÿllad Lykke. With newfound infections in other members of the Lykke family and silence from the Eronidas during conversations with the guard force there are a number of conclusions that could be reached. Insider information suggests that someone within the Violet Order provides a cover-up for the above Sanguine individuals mentioned, so perhaps the Order should be looking within for answers to our Sanguine problem rather than outside.

    Curious Case of the Doppelgänger

    To see a mirror image of one-self on the street is meant to be an improbable occurrence. There are only so many people on Aloria’s soil and fewer who could lay claim to similarity, and yet there are tales galore of beasts and monsters capable of mimicking the forms and voices of others preying on those similarities. Regalia is plagued yearly by such things. Whether it is the rising dead of faces most familiar or corrupted horrors pleading with stolen voices, something is always happening.

    There have been numerous reports of crimson eyed people lashing out against the guard and pedestrians caught unaware on city streets. Fulgore Fänger, ex Mercenary Executive is said to have assaulted members of the peerage and was summarily executed on the spot for his crimes. Despite this, the man appeared hale in front of Greygate surrounded by a gaggle of House Wulfmacht members. Around this time Her Grace Haeddi van Hal was taken into Violet custody for defacing several religious sites.

    Strangely enough, while both sat in their cells the crimes kept happening. The Duchess struck again, tearing up Old Town Temple’s carpets, painting and marking the Sacrosankt—yet how could this be when she was locked in a cell and watched through the eve? Forces beyond understanding or normal reckoning could be at work, or perhaps someone skilled in makeup and performance is framing members of the government and peerage one dastardly act at a time. More likely these acts are at the behest of the Undercity’s sanguine heads.

    If these Sanguines' strange powers allow them to suck the life from Regalia’s people, who is to say they could not use their powers for trickery and illusion, pretending to be who they are not and infiltrating our highest offices? No one, because no word has been issued by those very same offices. The Arcane Minister has been silent as the situation develops, and the Lord Chancellor occupied by diplomatic troubles. What then of the Violet Order?

    It is no secret that the guard force has been dwindling in number, and now it appears they are spread thin by this most recent case. The guards have their hands tied as no one is willing to entertain the existence of any so-called doppelgänger, and as a result their noble prisoners and suspects in the case languish behind Greygate’s brick facade. While no Occult influence can be proven, it is readily obvious that someone other than those behind bars are committing these crimes, and that should be enough for immediate release.

    Wandering Fever and Yazzak Disease Outbreaks in the Capital

    The Burning Bridges Medical Clinic was quarantined due to a case of Yazzak Disease on July 9th. The Lilac Lounge and Spa shuttered its doors a day afterwards, attempting to minimize potential infections by switching to a delivery model for their products while the clinic continued to operate almost as usual, with crowds gathering out front heedless of the in progress quarantine and protection measures in place for their safety.

    Yazzak Disease is novel not because of its mode of infection, but because of its lack of cure and treatments with middling success rates. It is initially transmitted from birds to people, and from people to others they have contact with. It could be assumed that the initial carrier who caused this outbreak works near avians, as the disease could be running rampant in the fowl population in Regalia, and subsequently being transmitted to the unwitting who shoo them away or work with the creatures. Butchers, hunters, and agrarian workers at the city would especially be at risk due to their proximity to the animals and their carcasses.

    Some time during the week of the 26th the Second Winds Infirmary was quarantined due to another case of Yazzak Disease. This is following in the wake of another announcement made on the 24th of this month detailing a surge in cases of Wandering Fever which is known to affect Url, Asha, and the Jorrhildr based Thylan. One has to wonder how a disease spread by the saliva of Thylan has found its way to Regalia. Perhaps a long trail of infections has introduced the disease into the population as it did Ithania, which bears yet more questions.

    It may be tempting to ignore these diagnoses of Wandering Fever, but Public Health Issues affect all Regalians. It is absolutely paramount that the health of citizens be as high as possible to avoid worse collapses than a few days in bed can cause.

    Soapbox Style Preaching

    His Grace Caius Cadieux took to the streets to proclaim the peerage morally bankrupt for patronizing the Golden Obscura, a renowned entertainment den located in front of Greygate. He got into a shouting match with a man advertising at the door, sending volleys of words and charged statements back and forth until he grew hoarse. And then, when his tirade seemed to have finally ended he was approached by a beleaguered man searching for assistance with his marital affairs.

    At first the good Celate refused, but eventually acquiesced and stepped forward in prayer. This too lasted for too short a time, because after what could only be an exchange of words the Reverend suddenly turned tail and left—presumably without offering much needed religious guidance.

    Attacks on Religious Institutions

    It was only Tuesday the 13th when the Noble Assembly voted to make vandalizing and desecrating registered religious sites illegal, and it was the Friday after that vote when the Malignant Circle struck again. The bells in Old Town’s Temple rung for all to hear and a crowd gathered—some curious passerby and others guards prepared to deal with what was surely another foul prank. The bell had been coated in a red paint used in previous attacks by the circle, and one Dremane Kebe stood atop the tower.

    Matters were complicated by Crown Law. Spilling blood on Holy Ground is expressly illegal, which makes enforcing laws on those grounds next to impossible when culprits resist arrest. While guards stood by ensuring that nothing happened in the crowd, two unarmed mercenaries scaled the Temple to remove Dremane Kebe from his perch. There was a moment where it was thought he may fall or otherwise be chucked into the nearby canal, but the man was captured with no blood spilled and turned over to Violet custody.

    A Voice on the Wind

    The raging of gale force winds and heavy droplets battered roofs and those brave enough to face the storm Saturday afternoon. All were met with the same. A voice in the wind, a whisper in the ear, and a song that played for all to hear. A voice danced through the winds with the persistence of the rain. Then came a lullaby, one that brought with it the same foulness as could be found within the raging storm roiling in the skies above.

    The melody was soft against the chorus of falling rain; a yawn of musical notes diverging into different listless tunes. Lightning cracked—and then it was gone, but the storm remained.

    A Crown Fit for an Empress—Fae Knight Sepulchre Robbed

    On June 10th Regalia’s Fae Knight Sepulchre was raided and the Crown of the World lifted by an Est-allorn named Leironse Jacyrin. The man has faded into obscurity, communicating with Regalia’s Est-allorn only through noticeboard postings and dead of night meetings in non-descript locations. Now the fate of the Crown rests on a series of trials.

    Community Defense—A Response to Petal Court’s Sanguine Attacks

    On July 17th a new structure was erected in the city unsanctioned by the Alms Ministry and without consultation from the Violet Order. Its sole purpose appears to be restricting travel between New Crookback and Petal Court. An on the ground reporter managed to get a statement from one of Petal Court’s residents, a Yanar by the name of Angör Dörö'urnum.

    Angör: It is the friends of Petalcourt that have helped. Gathering materials, setting the framework down for it.

    Have any sanguine passed the barricade?
    Angör: No. A lot of them have stood before this barricade, with me being about here. I do remember sharing somewhat of a disdain—for the one continuously ravaging friends of Petal Court over the week prior.

    Which [sanguine] is that?
    Angör Dörö'urnum: Jotun-something. I've not got a hold of their full name—but their descriptor has been that of a “bat-gorilla.” I wish to make it known to them that they are of cowardice. Ravaging about those unable to fend for themselves, the weak. Hiding away when they know others are out for their head.

    Jotunniir, despite their apology in public lettering, is currently wanted for crimes against the State. The Sanguine has repeatedly terrorized the residents of Petal Court and is known to be violent. The activities of sanguine in Petal Court do not end there. A coven called the Masquerade has reportedly kidnapped one of the district's prominent leaders and declared war against all followers of Estel.

    Exemplary Service and Swift Action—Imperial Guard Hannah Lexen Protects the Assembly

    Never before has there been an Imperial Guard who exemplifies the unwavering dedication and service to the Crown expected of their rank like Hannah Lexen. Miss Hannah Lexen acted swiftly during the final Noble Assembly on July 20th, yanking an armored man by the scruff in the top rows of the Assembly Hall. No one save Regalian Guards posted to protect the Assembly’s entrance, the Imperial Guard, and the Chancellor’s Contingent are permitted to have either weapon or armor within the hall.

    Soon after there was another disturbance in the hall. A Daen man attempted to take the shield Miss Lexen had discarded during her scuffle and take it as his own before being chokeholded by Imperial Commander Tristan Kade and escorted out.

    Dissolution of the Noble Assembly

    The Noble Assembly was dissolved following their final meeting on Monday, July 26th. His Imperial Highness Reynaud Kade, current Imperial Regent, likened the Assembly to the Regalian Senate of old—A bloated body to give the Nobles a sense of entitlement and righteousness that is not deserved. This follows an increase in draconian legislation and hours-long arguments on the rights of pets and blatant attempts to gain funding for ill-thought out programs rather than engineering solutions to the Empire’s most pressing problems.

    A State Council has been instituted in its place, and the Crown City has seen a rapid formation of political parties (such as the Regionalist Concordant and the Lion’s Pride) as the peerage scrapes and claws to retain relevance in the ever-evolving Court environment. This Council and these new Factions will be the way forward, with a single representative sitting in meetings to push the ideas of their faction.

    The Empire's Insurmountable Debt

    Before Her High Eminence Madelyn de Azcossia’s tenure as the Lord Chancellor she loyally battled one of the Empire’s biggest problems—Debt. The then Finance Minister had achieved the impossible, getting rid of the last of the state debt from Tyrannian's acts and building on the work that austerity under von Drachenburg set forth. Even the remuneration of House Tyrannian resources by the 33rd Lord Chancellor Louis Delmotte had done next to nothing to make up for what is now a years-long multi-Chancellor problem—but the hands of one continually accomplished individual did.

    Tyrannian’s war bonds, the deaths of four Digmaans in Hadar, the loss of taxes from Ellador, the Empire’s continued defensive wars, and Ithania’s previous refusal to pay tribute to the State have snowballed into our current economic problem. Not to mention the devastation to State finances caused by Catherine Tyrannian’s tenure as Finance Minister under Chancellor Louis Delmotte. Funds allocated to science and research may stop the monetary bleed that will be caused by other problems like the Blight and perhaps the Duke of X’s appointment as Finance Minister will be a boon to the State.

    The current situation is reminiscent of the Regalian Pessimism, a period marked by civil unrest and economic downturn and Purple Bleeding, a period where anti-Imperial sentiments and rebellions ran rampant.

    Does Regalia Need a Minister of Law?

    The Crown has requested that the Chancellor make a new Ministerial position called the Minister of Law to accommodate the avalanche of legal proposals made by the Assembly. It is entirely true that the Assemblies of months and years previous have been almost entirely dominated by arguments on the severity of this and that law, and the creation of new ones both good and terribly short-sighted. The creation of this new position could open an opportunity for someone with legal acumen to take a fine-toothed comb to existing law and hack out a compromise with the Judiciary and Peerage.

    What remains to be seen however is if the Lord Chancellor is willing to delegate this position. Indeed, for the first months of her Chancellor she continued to serve both as the Minister of Finance and the voice of His Imperial Holiness.

    Assembly Recap: Tuesday, July 13th, 309

    During the Assembly of Tuesday, July 13th the Peerage discussed mandatory curing for nobility, were mandated by His Imperial Holiness Reynaud Kade to bring proposals to every subsequent assembly, voted on conscription and tax rates, and approved a monopoly on champagne in Vixhall. In addition to this the concept of bonds came up once again and was summarily shouted down by all in attendance due to previous poor implementation, several laws changes in severity, and a new legal code was created.

    Curing For The Peerage

    HIS HIGH GRACE ABELHARD PETROU: With the unfortunate events of our last Mercenary executive, and other sources, it is necessary to take precautions that will bring safety to our Empire. There have been countless titled peerage exposed to Vampires and their ilk in the past few weeks. And with Vampire Attacks on the rise in the city, we don't know who has or has been infected. Therefore, I propose all noble titleholders within the Imperial City are to have a precautionary act of curing, within the Sacrosanct, done upon them.

    HIS HIGH GRACE ABELHARD PETROU: With the threats abroad, and a need to be ready for any situation that may come the Empire's way, I wish for there to be a conscription of 20% of Ships and Soldiers throughout the Empire, along with funds from the States to arm their ships with the Athosian and EXplosive munitions created by the Citadel of Proagogi.

    HER HIGH EMINENCE MADELYN DE AZCOISSIA: I will state, however, if the State is expected to fund the Citadel of Proagogi to such a degree, at this point-- it should become state property, or at the very least the plans and schematics should be shared to be produced at more than just one place in the Empire. That is all.

    Bonds for the State

    HIS HIGH GRACE CILLIAN GALLAGHER: With the State's debt in its current state, I wish to propose an option the peerage ought to consider. That being the creation and distribution of debt-bonds from the state government. Guilds, Houses and any other institution the state deems appropriate can 'take on' the state's debt with a promise of repayment with interest in a matter of years. I will note this is not some magic cure to fix our debt. But it gives us breathing room, takes us out of immediate debt if successful and may serve to put us on a better economic footing when the time comes to pay up on said bonds.

    HER HIGH EMINENCE MADELYN DE AZCOISSIA: I will state. If my understanding is not incorrect, the introduction of War Bonds some years prior are partially why we are in the debt we are in now.

    Vandalism Law Changes

    Vandalisms against religious sites and shrines have upticked in recents months. We propose that High Law 5 become Capital Law, and in its place be “To conspire to vandalize, deface, or desecrate a recognized place of worship or shrine, is illegal.” Recognized sites are defined as those found in the Alms Ministry's official ledger of religious sites.

    Tally of Contributors in the Empire

    HIS IMPERIAL HIGHNESS REYNAUD KADE: A very simple request. I wish for each family to submit a single ballot, regardless of how many votes they have, in which they name a family which they believe has contributed the least to the Empire in the past 6 months and a name of the family they believe has contributed the most to the Empire in the past 6 months. The Counter shall report the top 3 and bottom 3 for my consideration.

    HIS IMPERIAL HIGHNESS REYNAUD KADE: Many of the votes urged no special consideration, aside from the obvious corner cases of the most voted positively, and the most voted negatively. The only other remarks I would make from this data is that Peirgarten received an equal amount of worst and best votes, along with Viduggla. As for the best votes, de Azcoissia received 68% of the possible best votes. Followed by Sorenvik at 18%. The rest is not worth mentioning. Two families took 86% of the best votes. This is disappointing.

    It means many of you are simply lagging behind on performance. Furthermore, regarding the negative votes, One would have to include Telarel and Vyzal But one cannot, because neither are present to even consider their worst labels. So the runner up goes to Harhold with 23% for least contributor with von Duerr next at 14% and van Hal at 9%, all others not worth mentioning.

    This will result in the following. I am force conscripting the entire feudal levy pool of Harhold and de Azcoissia, on their expenses paid for, and assign the soldiers to Duke Justinian Kade and Count Taldemarr who aim to open up a new front against the Isldar. Furthermore, I wish for both Madelyne de Azcoissia and Hengest Harhold to meet and compose a team of 6 able members, 3 each, to compile a competent well-rounded team to take on a special mission to capture the Ösvaley Dam held by Isldar forces.

    Noble Estate Trespassing Legal Code

    HIS GRACE YAO KASSAMABARA: A new Legal Code that would allow members of the Peerage to hold trespassers upon their estate property prisoner, until the Violet Order arrives to take them. And not be held liable for any harm come to the trespassers, so long as it was in self defense.

    Raising Citizenship On Fansho Burch

    HER GRACE HAEDDI VAN HAL: I propose that Fansho Burch, also known as Canzawa Burch, be raised to Second Rank Citizen. With this uplift, they will gain all rights, excluding the right to marry a Unionist Ailor, the accessibility or bearing of weapons, and ability to service the Imperial Family. I bring this proposal forward as the Commoner Executive, being as it is one of my rights. Additionally, they request this in order to serve in the military underneath General Kassambara.

    They were previously Second Rank Citizen under the Reinard Chancellery.

    Lifting the Viduggla Shipyard and Naval Ban

    I propose that the current ban on House Viduggla's navy and shipyards be lifted. I have in my hand a treaty signed with the once Lord Chancellor von Drachenburg, which was signed during his tenure. It granted the ability of an assembly vote to overturn these bans. This would allow House Viduggla to offer ships for state use in the future conflicts to come like all other Houses.

    Shared Ownership for the Citadel Of Proagogi

    I've been toying with the idea for a bit. I'm proposing that the State and House Petrou as entities share the Citadel of Proagogi, it's technologies, and intellectual properties, including the Athosian and Explosive Munitions. However, Lord Chancellor, I am not sure whether or not this would be a treaty we should speak of in private, or a proposal in public.

    Hengest Harhold Restitution Bill
    Raised by His Imperial Highness Reynaud Kade.

    I would like to propose the Hengest Harhold restitution bill. This bill will include complete forgiveness for all of Hengest Harhold's past hypothetical and alleged crimes, and shall make mentioning his supposed crimes and errors illegal. And we should do this, without charging him a single Regal. Nothing at all. He gets it just for free. No matter what he did.

    STATEMENT FROM HIS IMPERIAL HIGHNESS: Seeing as you lot make the wrong decision when it comes to restituting criminals, I am forcing this one through with modifications. From henceforth, all crimes against the state and Regalian citizens by Hengest Harhold are forgiven but you can still call him out for it if you like. No problem.

    The other half of the Hengest Harhold Restitution Bill… I have diagnosed, through consultation with my excellent financial advisors that if House Viduggla so much as thinks about re-arming themselves through the costly efforts of naval ship building, the most expensive venture in the Empire, then surely Drixagh's industrial capacity must be on par with say, Narlas, or even Girobalda. Surely Drixagh does not need government handouts if the Vidugglas are thinking about military expansion?     While I greatly thank the number of individuals who submitted themselves for the Mission to Ellador, I would like to make it clear to members of the Peerage and honored title-holders that they should avoid, at all costs, embarking upon dangerous missions and affairs abroad. You have servants, mercenaries, guards, and knights for this. Do not put yourselves at risk. House Von Schwarzkrau grants House Bancroft voting rights, again, provided they are public, and their proposal is shared.

    Abolishing Primogeniture
    Raised by Her High Grace Milena Cadieux.

    HER HIGH GRACE MILENA CADIEUX: Tonight, my dearest and most honored Peers, I have a simple proposal for you. To abolish primogeniture, legally, and instead move our Empire to an elective inheritance decided by the forebearer who leaves the legacy, from this new generation onward. Take a look around the room. I see Matriarchs, I see men who never thought they would hold the reigns of their Houses; yet, they do so proudly and dutifully, to serve their Empire, their families. How many of them - of us - were never set to rule?

    And, oh, how would our Empire have floundered and suffered without our talents to make use of, for our Empire’s benefit? Hence - I ask that we move to elective inheritance. If a forebear chooses to leave all to his firstborn, he may. But I feel it important that if the second-born, or even the third, is more suited to inherit - that they be given the chance to succeed, both in terms of their lineage and in terms of their careers. Though - at the end, it is always the choice of the forebearer. To state simply, my Proposal is to abolish primogeniture and to instead put elective inheritance in place - starting with this generation being born, as to not usurp any current heirs. I am now open for questions.

    OBJECTION FROM HIS HIGHNESS RODDERICK HOWLESTER: This proposal is moot and completely ignorant to the current set up for inheritance by His Imperial Holiness. There is absolutely no need to outright ban a form of inheritance because ultimately it has been, always, up to the discretion of the Patriarch or Matriarch of a particular family. I do not agree at all with this proposal, it is entirely not within the right of House Cadieux to remove a perfectly acceptable form of inheritance from the nobility when the Grand Duchess and every other title holder present can decide within their own power who their successor is anyway. Primogeniture is, as it stands, a choice. Banning that choice isn't conducive to anyone.

    HER HIGH GRACE MILENA CADIEUX: That would remain unchanged, with this proposal. It is always the choice of the one who leaves the legacy to see who receives it, and will only go into effect with these new heirs being born now. If that is the firstborn, so be it. All this does is open that choice.

The purpose of the council being to provide the Regalian Capital local management which it can sufficiently pay for, ITSELF! The City Council will include a financial officer which will oversee the Crown Isle's taxation, letting it go to the City rather than directly to State coffers. This will allow the City to fund its own bureaucracy and relieve the State of this financial pressure.

    Tax Codification

    BUREAUCRAT CARL VON BESPINGEN: House Mac Conall proposes a Tax alteration law. The request is that the current flexible tax system is codified as 40% flat for all families, with the Chancellor having the right to raise it to 60%. For comparison, I believe we do not currently have a codified tax rate, but the Chancellor has set the standard rate at 30% with some families voluntarily paying 50% right now. Furthermore, the Chancellor can only raise these taxes in an emergency, war, or financial crisis. And it can only be overturned by the Assembly with 60% in favor or by Chancellor decree.

    In essence. This law proposes that the tax is increased by 10%, and then locks it down at that level, but also removes the right from the Chancellor to set it at whatever number at whatever time frame or whenever. And codifies rules in terms of when and where to apply emergency taxation and its removal. Right so this proposal would not change anything right now but limiting the Chancellor's ability to alter the tax into whatever they like.

    HER HIGH EMINENCE MADELYN DE AZCOISSIA: For reference, the Current tax rate is forty percent. Families who willingly submitted to an additional tax rate pay fifty percent, and House Morathes specifically pays sixty percent, per their request. It would also lower taxes, in some cases. For that reason I would Veto this proposal, on the grounds that it is more appropriate and efficient to keep the rates flexible by Chancellery Decree.

    Naval Tax Decrease

Any family may—should they choose, willingly donate the entirety of their fleets to the Regalian Navy to serve as auxiliary fleets. So long as they pay upkeep and maintenance, they are to be granted a seven percent tax decrease.

    HIS GRACE THEOPOLD CASTLEY: How many ships does a fleet imply? Would this be applicable to a family who has one galleon the same as one with 25?

    HIS GRACE DIETRICH VON DRACHENBURG: I'll ask that the proposal be amended to exclude alcoholic beverages, as the sheer scope and magnitude of what beverages fall under this definition would be detrimental to nearly every citizen. Disregarding of course, the effect any exclusion of luxury items puts on the merchants who sell them.

This would allow them to retain their maiden house, regardless of marital status, as well as to retain leadership among their birth house lands. As well as allowing them to keep their lands, which would only keep more Houses under the Empire's hand. Instead of being required to give up such control for the sake of marriage. Although, this will merely be an option, and not a requirement. Therefore merging households would still be allowed. This would simply give titleholders more options.

    Aid for Yervonth

    LORD GARTH VIDUGGLA: I am proposing that the State sends assistance in the form of building materials and supplies to the Yervonth tribes currently trying to colonize Old Ceardia. It'll work to jump start their settlement efforts and can try to develop the relationship between the Empire and the Yervonth positively by offering aid. It’ll also help if there is ever a plan on returning, by having locals that remember the assistance. We are looking for the betterment of the empire. If a house donates to the tribes, it doesn't help the state—It helps the House. This is a way for the state to work on relations with the Yervonth.

    HER HIGH EMINENCE MADELYN DE AZCOISSIA: I will clarify, the State has plans for Yervonth. This does not prevent any noble house from aiding them, but Old Ceardia has not been entirely forgotten. The services would only be available to physically capable but mentally unsound Regalian veterans, currently serving Regalian soldiers, and Knights who have suffered, or are currently suffering from some variety of madness or Knight's syndrome.

    HIS HIGH GRACE ABELHARD PETROU: We have no time for the mentally infirm and weak. For all we know, it's incurable. And only a minute section of the soldiers we send out report such. Simply put, this is something not worth our time, and strong soldiers get over it.

    HER SERENE GRACE SIVRID SORENVIK: The Alms Ministry does have a chapel on the premises, to note, that is available for the religious or otherwise to meet and have such discussions with those suffering.     Splitting the Armament Executive Position

While current Executive Erwin Braunschweiger has been dutiful in his work of overseeing permits, there have been many witnessed occasions where a sole individual has not been available to keep up with the demand, often due to differing schedules and the like.     Activity Checks and Affliction Testing for Violets

    HER GRACE HAEDDI VAN HAL: I propose that the Surgeon Inspectors under the Violet Order are required to have regular activity checks and affliction testing done on a monthly basis in order to avoid stagnation, as there currently is, and the possibility of Vampirism or Werebeastism among our top physicians. This is backed and inspired by the fact that the Burning Bridges was recently shut down due to a Vampiric outbreak. If the Inspectors had been doing their duty and checking this local, busy clinic, perhaps it would not have happened. Additionally, but not as part of my proposal, I recommend that all three Inspectors are reviewed. Baron von Duerr is the only one I've ever seen do his job in months, and that was once.

    HIS GRACE HIGH VIGGO SORENVIK: It should be said that 2 out of 3 surgeon inspectors are about to be fired, funnily enough! The Baron has been there for the past few days and he has at least been very helpful with the Burning Bridges situation.

    Funds for Water Sources in New Crookback

    HER HIGH GRACE TUIJA VIDUGGLA: I wish to propose houses support and fund the construction of fresh water sources within Crookback to benefit the populous residing there. I was made aware there were no such sources by the Grand Duke Petrou and thought this was inhumane for the people that have to travel to find decent water and so I wish to vow my funding to assist it be done.

    HER SERENE GRACE SIVRID SORENVIK: This is the sort of thing that the Alms Ministry is for. However, you are proposing that we enforce our State focus on Crookback. I disagree with this. If the poor of Crookback need fresh water, they know they can get it elsewhere. If we try to send in labor crews, anything from the State, it'll just offend them and be poisoned an hour later.

    HER HIGH EMINENCE MADELYN DE AZCOISSIA: This is a call for donations. And thus, does not require a vote. The State will not be directly funding Crookback until a time in which it is beholden to our laws.

    Aid for New Crookback

    HIS GRACE WILHELM WULFMACHT: Now, this proposal may also fall under what Grand Duchess Viduggla's has, requiring private donations but also comes as an attempt to aid the folk of Crookback.

    My esteemed colleagues among the peerage. I propose the establishment of a precinct within the walls of Crookback to attend to the needs of the homeless and less fortunate within Crookback. This precinct, overseen by the Alms Ministry, would provide the much needed direct outreach to the peoples of Crookback. Many leave to seek out forms of aid, giving a lot of traffic to the checkpoint, which will be reduced as well given there is a place for them to get it without leaving.

    HER HIGH EMINENCE MADELYN DE AZCOISSIA: This seems to not require a vote as well, and can be negotiated with the Alms Ministry and the Crookback Council since it will hypothetically impede upon their jurisdiction.

    Increasing Taxation (Again)

    HIS GRACE HOWLAND VON SCHWARZKRAU: House von Schwarzkrau proposes increasing the noble tax rate to a flat 50 percent for all noble houses. In turn, noble houses may apply for a 20 percent reduction to the tax through the Lord Chancellor or finance minister to direct that money toward capital projects they deem to be beneficial to the Empire.

    HIS HIGH GRACE CILLIAN GALLAGHER: The Lord Chancellor vetoed a proposal under the statement that it allows for flexibility. I believe it should remain this way. A set tax rate is restrictive, it should be increased to such levels when only absolutely necessary.

Before its dissolution there were heated talks about women’s rights in Regalia, including their ability to inherit and attend private institutions typically reserved for men. The idea of a State Bank was floated but ultimately voted down, and a lengthy discussion on the importance of pets was had.

    Hunting Seasons

    HER GRACE HAEDDI VAN HAL: My proposal is quite obviously inspired by the previous conversation: I propose that there be legally implemented 'Hunting Seasons' to avoid killing game during breeding seasons and such, thus protecting their numbers. An addition to Low Law as to hunt game outside of its sanctioned season is illegal. These seasons can obviously be determined after voting, should it pass.

    HIS GRACE DIETRICH DRACHENBURG: Once more, I stress the importance of details. Echoing that sentiment of the hall.

    HIS HIGH GRACE ALASTAIR MAC CONALL: The actions of the bank are to act as an extension of the State treasury. A way for the money to be managed essentially. Conventional economic theory on banks would have it so that this institution being a central bank would serve many roles such as setting interest rates to be obeyed by all money lenders and other such banks within the Empire. This institution would also upon Lord Chancellor's approval provide loans and credit to Nobles Merchants and Trade Companies operating within the empire.

    HER HIGH EMINENCE MADELYN DE AZCOISSIA: A State bank does not need to exist in direct opposition to the Feudal Contract. In theory. My opinion on such has not changed since its initial proposition.

    Removing Gendered Inheritance Barriers

    HER HIGH GRACE MILENA CADIUEX: I have two proposals for you all tonight, most Honorable Peers of the Assembly. They are quick and related, so I would hope to be able to do them both in quick succession after a brief preamble. Tonight, my Peers, I propose that we finally lift women to the equal stature of men in the eyes of the law. In too many places of our Empire, women’s rights are nonexistent. They are belittled, trampled, and ignored in the best of cases. Women are just as capable as men - and it’s been repeatedly proven, when given the chance. Forty percent of our current Noble titleholders are women. Of the last six Lord Chancellors, half have been women, including our sitting Chancellor.

    Good Unionists even worship two God-Empresses, and there are four female Heroes of Unionism. Three Kade Chancellors have been women, and Morgannan Kade is one of the most famous Grand Justicars to ever be a woman - though there are more than just her. Where would our Empire be without these grand women and their contributions to the lives we lead now, seen or not? My first proposal is to lift any and all bars on women’s inheritance across the Empire, and make them equally able to inherit property, business, and titles if they are the intended heiress, or otherwise coming first over a man in a line of succession.

    This is, of course, in accordance with the forebear’s wishes, as we have covered elective inheritance in a previous Assembly.

    HIS GRACE YAO KASSAMBARA: Grand Duchess Cadieux, I have great and utmost respect for you and the vision behind this motion. But I see this bill, being as liberal as it is, would cause uproar and instability throughout the Empire as soon as it were to pass.

    HIS HIGHNESS RODDERICK HOWLESTER: Can we please allow the Grand Duchess to illustrate examples, as these examples do exist and persist in a couple of cultures laws already.

    HER HIGH GRACE MILENA CADIUEX: Wirtemcallishgebot. In such a case, the female may inherit the holdings, but is expected to produce a male heir as soon as possible. This law is backwards and outdated. Again, forty percent of the voting populace in the City is women, and more across the Empire.

    LORD ELDRICH VON DRACHENBURG: I'll note the Wirtemcallishgebot was adopted as part of the integration of the Wirtem into the Regalian Empire, and was followed through under Cadar's rule of Calemberg, even Marianne Cadar I might add.

Marianne Cadar, one of our Empire’s most lauded female commanders, would be turned away even now from some schools in our Glorious Empire. Where would we be without her effort in fighting and war? We would not have Calemberg, or indeed those Wirtemcaller regions as part of our Empire. We ought to do better, be better.

    HIS GRACE DIETRICH VON DRACHENBURG: "I see this as nothing more than a direct attack on Calemberg and New Regalian protections against our families, thrown under the guise of some form of progressivism."

    HIS GRACE HOWLAND VON SCHWARZKRAU: Let no man or woman in this hall hold false pretensions that if a child is enrolled in a school as a juvenile, they have any choice in the matter.

    HIS GRACE THEOPOLD CASTLEY: I have an addendum, if I may. An inquiry. What if we split Low Law 7 into two parts? Making memberships of these criminal organizations remain Low Law and leading them be High Law. We could differentiate between the two.

    HIS GRACE DIETRICH VON DRACHENBURG: I have faith the guards can moderate when someone is a victim, and when someone willingly embraces the aberrancy. And for those who seem to be victims all the time, I'd have to question if they truly are victims, are self destructive.

Rather than referring to them as mere property, I believe they should be in their own separate law. The pets of the Empire provide solace to their owners: service animals, hunting hounds. To put a live animal that serves a family or individual on the same level as stealing a spoon seems to be rather insufficient.

    HIS HIGH GRACE CILLIAN GALLAGHER: Then I simply see no issue to legislate this, nor do I see any practical benefit for the law to be added when current legislation and punishments cover it already.

    His Grace Markeau Delmotte
    Marceau Ailaise-Terrois Ruse Coeur Delmotte Corbeau de Regalia, 28, passed on July 07, 309. Marceau was born in the Crown Isle of Regalia on the 30th of May, 278 AC. He is survived by the first Patriarch of House Delmotte and father, Lord Louis Delmotte, his mother Lady Orianne Delmotte, his twin sister Lady Matilde Delmotte, his cousin Lady Morgana Ino-Femunn, and extended family.

    From the age of ten, Marceau Delmotte was granted wardship by the Duke Florent of the House de Gosselin as a result of the figurehead’s intention to spread his agenda to nobility of political and cultural like-mindedness. Throughout Marceau’s formative years into early adulthood, Florent and Marceau would spend the occasional few hours a week interacting with the Duke occasionally partaking in the tutoring of the boy when time would permit, while also personally sponsoring him for military pursuits in his future career. At eighteen, Marceau would go on to act as a tactical advisor for Duke de Gosselin in a few of the wars leading up to his power grab in Ithania and then assist with logistics in Basta throughout the remainder of the conflict.

    During his formative years Marceau attended the Collége de Guerre et État in Ithania and the Imperial Regalian Marshal Academy, located in the Crown Isle of Regalia. The late Duke’s life outside his schooling was filled with travel to the Empire’s pearl cities. It was during these travels that Marceau attended the Narlas College of Commerce, where he resided for a number of years building a trade business. The Duke’s education continued in Anglia where he attended the Regalian Diplomatic Academy, learning the skills that would eventually gain him a position in the Department of Diplomacy before its restructuring by Her High Eminence Madelyn de Azcoissia.

    Upon the ascension of Marceau's father to the status of Patriarch of House Delmotte, with his own status elevated to Heir-Apparent, Marceau was recalled to the Crown Isle. Wishing for a refresher on his education in anticipation of inheriting the Dukedom of Bastarion, Marceau enrolled himself in Duchess Morgannan's Imperial School of Statesmanship & Diplomacy. Soon after the end of his education he returned to the Crown Isle and was appointed as Imperial Chamberlain to Emperor Alexander Kade-Altmeister, in addition to being bestowed the honorary title of Count Palatine by Her Ladyship Genevieve Howlester and the Lordship of the Iserian Isles by Emperor Alexander Kade-Altmeister a year later.

    After inheriting the Princely-Electorate of Rhoyere & Grand Dukedom of Bastarion, Marceau became the Master of Finances after his position as Imperial Chamberlain transitioned, and maintained that position until July of the year 309. After joining the Marshalry Cabinet in the year prior, the Duke served with honor as Field-General in the Sendrassian War, fighting to repel Sendrassian invaders from Bhoszzhaal.

    At the end of Marceau’s military service and appointment as Foreign Affairs Minister he served the Imperial Court as Master de Societeur of the Imperial Court before his passing.

    The End of Eloi de Gonzo and the Playero Family’s Troubled History

    On the eve of July 29th, smoke poured from the Sorenvik estate. Eloi de Gonzo lit the estate on fire in his final act of violence, and hours later was put to death. He was silenced on the pyre that would become his final resting place, his tongue cut out by the Lord Commander so he could utter no more Jacobinist sentiments as his dying breath.

    A memorial was erected to the recently deceased Eloi de Gonzo and the de Gonzo family as a whole in the Daendroque district. A portrait of the de Gonzo family, lit candles, roses, paper decorations and bottles of tequila and rum were set out. Mourners soon had a change in heart, dismantling and destroying it, kicking the table the shrine was on so violently it broke the railing and sent the table into the sea water not even minutes later. Any other decorations were taken and destroyed.

    This change of heart is one not exhibited by even Eloi in his life, as he has well over 14 recorded crimes on his extensive criminal record. From Petty Laws to Capital Law, Eloi had broken it.

    The pavement stones before Greygate have been vandalized by Kenji Sylphyrahln and Rydel Sylphyrahln. The pair have painted colorful butterflies on the stones surrounding the execution stage!

    The Caring Claws Veterinary would see a complete animal house! Iesha has opened up all of the cages, setting the creatures running all over the place. A few books were seen stolen by the culprit, alongside the poor rabbit! Tuija Viduggla and Eva Wulfmacht were seen soon after entering the crime scene, leaving with a hedgehog and ferret, with a small coin purse on the table. Jotunniir ended the Veterinary's misery by taking a raccoon and two ferrets, with no coin left behind.

    New Town

    July 5th - Dragon Temple Ruins
    Red paint was slathered over the tiles of the Dragon Temple, the empty bucket having been thrown into a now red-tinted pond. Witnesses reported someone similar to the Duchess Haeddi van Hal committing the vile deed.

    July 5th - Finalond
    The Macabre Circle has absolutely destroyed the Morrlond statue in the Finu'ellen district of the city. The statue's top half has been broken off and tumbled to the ground, shattering into multiple pieces. On the plaque the group has written in red, glittery paint: 'The Macabre Circle', a calling card for a vampiric coven! One, apparently, that has a distaste for Est'allorn deities.

    June 7th - Gods Court
    Briareth and Keyan Refrai have desecrated the Bev and Handrin statues in Gods Court, leaving them smashed to bits.

    June 9th - Velheim District
    After some sort of dispute, Calibur Ashford has thrown Briareth into a statue within the Velheim district, damaging it and Briareth! Ouch.

    June 19th - Hangman Road
    Zambezi and Ru'nar Bhivaret were seen leaving the scene of a vandalism on hangman road today! The notice board in the center of the district has had all its previous notices torn off and ripped to shreds, replaced in inane paintings, scrawled nonsense, and random tally marks. How... uniquely ominous!

    July 6th - Claw Court
    The Macabre Circle have attacked Claw Court. Religious and cultural statues lay in ruins, and carpets have been slashed, benches overturned and statues that still stand have been given rather fetching mustaches.

    July 7th - Siwat Road
    Someone bearing the appearance of Haeddi van Hal has vandalized both the front door of Duke Yao Kassambara and the floor of the Sun Temple across the street through the use of red paint!

    July 8th - Old Town Temple
    Oh man, what heresy has come to our fair city! The foul heretic, Haeddi van Hal has rolled up the Old Town Temple’s carpet, painted some words of Holy Faith on the floor, marked the Sacrosankt with an X, and spilled paint down the steps!

    The Bell atop the Unionist church has been coated in a horrific red paint, and rung multiple times by the one and only Dremane Kebe of the Malignant Circle!

    July 29th - Violet Checkpoint
    Raymond Render and Myriil Faren have planted a sapling just near the guard checkpoint in front of Crookback in the hopes a tree shall one day grow. They've also left a note for any visitors to read.

    Osterwald Tool and Tackle functions like a trade house or general store functions in the truest sense of the words. It offers a myriad of general supplies and items that one might need in their day to day life, with a particular focus on useful tools for travelers and adventurers alike. In addition to this, the General Store endeavors to create partnerships with different independent craftsmen or tradespersons within the Archipelago, with the store serving as a front to allow them to bring their goods to display and sale. Lastly, an in House workshop encourages customers to place orders with clerks for custom or personalized items that may not be in stock, based on the skill set of partners.

    The Butcher's Best is a small owner-operated butcher shop and deli as well as a convenience store. The deli primarily prepares and sells a variety of takeout foods, although it also functions as a small convenience-store, selling staples like candy, kaffee and over-the-counter items such as garettes, siggs, etc.

    … Though it may have an innocent and simple face on the outside, behind a secure locked door is a small room used for gambling and vices. This side of the business is operated during the later hours of the evening for all deviants willing to pay the admission fee.

    Sixth Commoner’s Assembly

    The Commoner’s Assembly is a bi-weekly meeting held by the Commoner Executive wherein citizens may proclaim concerns and needs. These concerns will then be brought to the relevant ministries or officials for review. Afterward a summary of all proposals and their outcomes will be posted in a public report.

    Nazareth, the owner of the fitness club, declares a challenge to both the Peerage and Commoners of Regalia! She will be hosting a tournament, whose winners will be plastered upon the fighter’s board, as well as gain a free one-month membership as a reward.

    The Festival of The Sun
    August 15th, 5 PM CST
    The Festival of the Sun is a day where Dragon Worshipers seek caves and dark places with mirrors and shiny objects so they may bring light into dark places—both literal and figurative. Dragon Worshipers and other willing participants are welcome.

    Sea of Dreams Masquerade
    August 21st, 5 PM CST
    Though done often, the ladies Rowena and Valerie Bancroft invite the entirety of the Holy City to yet another masquerade. Hosted leagues beneath the sea, all are welcome, provided they’ve some way of disguising their identities. Guests are encouraged, though not necessarily required, to theme their outfits as a creature of the deep to match the venue. Entertainment beyond dancing and socializing, plenty of air to breathe, and various themed refreshments will be provided.

    Sword Training 101
    The Azure Fitness club has scheduled its first-ever class! This Sword Training class, hosted by Nazareth herself alongside her partner Asteria, covers the basics for the first few lessons, such as stance and movements. Once students become proficient enough to handle it, mini-spars will be held using wooden swords and the like. The end goal of this class is for each student to be able to hold a sword in their hands and use it.

In Markus's case his backstory perm is included because it's relevant. Khubilaya Atilla (sp) was excluded due to not being able to justify gaining certain information.

    • Events on the calendar need details if you want them to show up in the events section. Private or semi-private events were not included.

    • Advertisements were made with Canva and royalty free, non-attribution necessary assets. You may use them anywhere, and I can provide you with a high quality transparent version should you want one.

    A heavy, fast-paced phrase slips out in Sulvaley-Altalar. She throws the paper down and gets up from the dining table, doing the unthinkable--abandoning her morning cup of kaffee.

    "Where are the facial coverings?" she asks the Archduke. Instead of waiting for an answer, she books it for the door. Somewhere, the Suvial Grand Duchess gets a telepathic ping, frenzied and anxious.
