To not pay debts incurred by reneging on contracts, theft of service, or through gambling is illegal. -The creation of a subset of the State (via the Alms Ministry) that allows for families with children of occult powers or status (excluding Broods & Werebeasts), who do not desire those children due to cultural or religious reasons, to have children taken to Magical Academy institutions and raised there in service to the Empire. Funds are offered to the families. The Following was enacted by successful vote of the Noble Assembly: -The addition of a 10% tax on the following luxury goods: Champagne, Wine, Hard Liquor, Cosmetics, precious gems, expensive silks, and fragrances. The following was enacted by vocal support of the Noble Assembly and mandate of the Lord Chancellor: -Capital Law 7 has been added, which was prior High Law. Vast or major destruction of property or vandalism (such as arson), is illegal. -High Law 2 is now Capital Law 8 To attempt to break out of prison, or liberate another prisoner, is illegal On the Matter of Finance Minister: In order to appropriately judge the needs of the State and Empire’s finances, and to have an additional set of eyes and hands to aid her High Eminence, Duke Erick von Eisner has been appointed Finance Minister. On the matter of the Next Assembly: The Lord Chancellor calls the next assembly, on Monday the 26th , at 6pm CST / 7pm EST. THE RULINGS OF THIS DECREE TAKE THE FULL EFFECT OF STATE LAW. Brandt von Eisner, having read through this decree in its entirety, places it down upon his desk. He leans back is his chair, and sips from a cup of sweetened cafee, before turning himself in his seat to half face the hallway outside of his room. He brings a cupped hand up to his mouth. "It took you long enough, Erick!" He yells, before hopping out of his seat to go properly congratulate his brother on his most recent achievement. A laugh can be heard in the government offices followed by a closing door and hurried steps down a hall. Someone is on a mission, and that mission takes them to the office of the Privy Officer—Her Grace Haeddi van Hal. A sharp knock and a mumbled excuse me later the plan is almost executed. Emery Houle stands before the Privy Officer, decree in hand with an expression that manages to be smug and polite in equal measure. The Duchess had been leaned back at her desk, taking a momentary break from the small tower of papers requiring reviewing. An eye cracked open as Emery clambered her way into the office and, despite herself, a smile and small snort escaped Haeddi. “A raise? Maybe… Can you check my spelling first?” Her paper was slid across the desk towards the Houle, and so the work never ended.
